Identifying it as one of the top important tasks in auditing activities, during the term (2020-2025), the State Audit has focused on strictly implementing the Party's guidelines and policies and the State's laws on preventing and combating corruption, waste, and negativity, and achieved many important results.
Transferred 17 cases to the Police Investigation Agency
The work of preventing and combating corruption, waste and negativity in auditing activities has received special attention from the Party Executive Committee, the State Audit Party Committee and the State Auditor General.
Right from the beginning of the term, the Party Executive Committee coordinated with the State Audit Party Committee to concretize resolutions, directives, conclusions, and regulations related to the work of preventing and combating corruption, waste, and negativity into programs, plans, directives, resolutions, and issued many documents for synchronous implementation, creating positive changes in the entire industry.
Lead and direct units to focus on auditing areas with high potential risks of corruption such as management and use of public finance and public assets; basic construction investment; management and use of land, resources, minerals; BOT, BT projects; etc. to promptly detect, prevent and handle violations.

To improve the effectiveness of the fight against corruption, waste and negativity through auditing activities, the State Auditor General has issued many documents directing and guiding such as: the audit process of cases with signs of corruption to enhance the detection, verification and clarification of cases with signs of corruption during the auditing process for handling according to regulations; issuing instructions on a number of contents on auditing thrift practices and combating waste in the management and use of public finance and assets; coordinating with the Supreme People's Procuracy , the Ministry of Public Security, and the Ministry of National Defense to issue a joint circular regulating the coordination between the State Audit, investigation agencies, and the Procuracy in exchanging, transferring information and recommending consideration and prosecution of cases with signs of crime detected through the auditing activities of the State Audit.
Deputy State Auditor General Bui Quoc Dung said that during the 2020-2025 term, the State Audit transferred 17 cases to the Investigation Police Agency to propose investigation and clarification for handling in accordance with the law; provided 1,720 records, audit reports and related documents to the National Assembly agencies, the Central Inspection Committee , investigation agencies and other competent state agencies to serve the investigation, inspection and supervision work.
Notably, for the first time, in 2023, the State Audit conducted an audit of two cases with signs of corruption in Dong Nai at the request of the Central Steering Committee on preventing and combating corruption, waste, and negativity.
As a member of the Central Steering Committee on the prevention and combat of corruption, waste and negativity, the State Audit has also actively coordinated and participated with relevant agencies in directing the review to amend, supplement and perfect legal regulations on the prevention and combat of corruption, waste and negativity; proactively urging Party committees and Party organizations assigned to report on the prevention and combat of corruption, waste and negativity.
In the internal activities of the sector, to tighten discipline, order, and improve public ethics, the State Auditor General regularly directs the entire sector to strengthen leadership, direction, management, tighten administrative discipline in auditing activities; promote inspection, examination, and control of the performance of public duties, tasks, and implementation of codes of conduct and professional ethics of cadres, party members, civil servants, public employees, and workers; select and arrange civil servants with good qualities, ethics, and professional capacity to take on positions, especially the positions of Head of the audit team and Head of the audit team.
Through auditing activities, the State Audit has promptly detected and has evidence of signs of violations, non-compliance with the law, violations of embezzlement, waste, and inefficiency in management and use of public finance and assets of audited units.
On the basis of recommendations for financial handling and collective and individual responsibilities involved or recommendations for competent authorities to promptly prevent and handle acts of corruption and negativity according to legal regulations, actively contributing to the work of preventing and combating corruption, waste and negativity.
With the consistent viewpoint in directing and operating audit activities of constantly improving quality, avoiding overlaps and strengthening discipline, order and ethics in public service; resolutely fighting against corruption and negativity in performing public duties, the State Auditor General has issued many directive documents with many solutions.
Among them, units are required to focus on: Directive No. 1346/CT-KTNN dated October 28, 2022 on strengthening discipline, order, and public ethics; resolutely fighting against corruption and negativity in the performance of public duties; guiding the objectives, key points and main audit contents and audit outlines and instructions; focusing on doing a good job of managing and controlling the quality of audits; strictly prohibiting acts of corruption, negativity, intentionally omitting information or not fully reporting audit results; harassing, causing difficulties and troubles to audited units; using means and assets of audited units to meet personal needs; disclosing State secrets and professional secrets of audited units; promoting the application of information technology to improve capacity, effectiveness and efficiency of operations; strictly implementing regulations on the time of issuing Audit Reports and publicizing audit results.
Strengthening the fight against corruption, waste and negativity
According to Deputy State Auditor General Bui Quoc Dung, in the 2020-2025 period, the State Audit Party Committee has focused on leading and directing its affiliated Party Committees, Party cells and the entire Industry to excellently and comprehensively complete the Resolution of the 8th Party Congress, term 2020-2025, leading audit activities closely following the goals of the State Audit Development Strategy to 2030, continuing to affirm the role and position of the State Audit in the political system as an effective tool of the Party and State in inspecting and supervising the management and use of public finance and public assets, contributing to tightening discipline and order, enhancing accountability in the management of public finance and public assets; promptly detecting, preventing and recommending acts of corruption, waste and negativity in the management and use of public finance and assets.

However, in the face of the increasingly high demands of the Party and the State on the State Audit in the fight against corruption, waste and negativity, the State Audit must continue to systematically and comprehensively research and perfect both the legal and practical aspects of the position and functions of the State Audit; the tasks, powers and responsibilities of the State Audit; the organization of activities and methods, auditing technology... for the fight against corruption, waste and negativity.
From there, continue to innovate and develop the organization and auditing activities of the State Audit to promote increasingly full, effective and efficient work in preventing and combating corruption, waste and negativity.
The Party Executive Committee and the Party Committee of the State Audit identified a number of key tasks regarding the prevention and combat of corruption, waste and negativity through the auditing activities of the State Audit: Continue to disseminate and thoroughly understand the Law on Anti-Corruption, the Government's Action Program on Anti-Corruption, the State Audit's Action Program on Anti-Corruption and related legal documents to each cadre, civil servant, auditor and employee.
In addition, continue to review and amend the State Audit Law and related legal documents according to the roadmap for research and amendment and supplementation of the State Audit Law until 2027 reported to the National Assembly Standing Committee in Report No. 977/BC-KTNN dated August 16, 2024; deploy the Plan to implement the State Audit Development Strategy until 2030; strengthen political and ideological education, raise sense of responsibility, arouse pride, and train professional ethics for all cadres, civil servants, auditors and employees of the State Audit along with taking care of the material and spiritual life of cadres, civil servants, auditors and employees.
At the same time, continue administrative reform, promote the application of information technology in auditing activities; minimize administrative procedures to help limit the risk of harassment, corruption, and negative acts, contributing to preventing and stopping corruption, waste, and negative acts; strengthen coordination between the State Audit and competent agencies in the fight against corruption, waste, and negative acts in detecting, investigating, and handling cases with signs of law violations, including acts of corruption detected by the State Audit and recommended for handling through auditing activities; promptly publicize outstanding audit results that are of public interest, creating public opinion to prevent acts of corruption, waste, and negative acts.
