In the spirit of solidarity and special friendship, the two sides agreed that over the past time, the political security situation and social order and safety in the Northwestern provinces of Vietnam and the Northern provinces of Laos in general, Dien Bien province and Luong Pha Bang province in particular, have been basically stable; however, there are still complex and unpredictable factors, such as: criminal activities, especially crimes of illegal trading and transportation of drugs, weapons, explosives, illegal migration, illegal entry and exit, which still occur and directly affect security and order in the border area...
In border gate activities, the two sides have actively and proactively exchanged information related to immigration control to facilitate people, vehicles and goods to circulate at the border, ensuring compliance with the principles and regulations of immigration. Specifically, exit procedures were completed for 3,502 people and 357 vehicles; entry procedures were completed for 3,498 people and 289 vehicles.

At the meeting, the Border Guard Command of Dien Bien province and the Security Department of Luong Pha Bang province agreed to sign a memorandum of understanding to continue coordination and strictly implement the provisions of the two legal documents on the Vietnam-Laos land border and border gates signed by the two governments ; at the same time, closely coordinate in ensuring political security and social order and safety in the border area; strictly manage and control people, vehicles and goods passing through the border gates; facilitate the passage of border gates and the circulation of goods; promptly detect and arrest law violators and coordinate in handling them in accordance with the laws of each side.
In propaganda work, attach importance to coordinating propaganda to help people in border areas grasp the plots and methods of operation of hostile forces that take advantage of ethnic and religious issues to raise vigilance, not be bribed, lured, or participate in criminal activities, contributing to maintaining political security and social order stability on each side; strengthen exchange and twinning activities of grassroots units; pay attention to advising local authorities to organize twinning of clusters of villages and communes on both sides of the border, contributing to fostering the great friendship, special solidarity and comprehensive cooperation, and further development in all aspects./.
