The Ministry of Education and Training has just announced internal administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the Ministry, which clearly states the procedures for teachers/lecturers to register for promotion consideration.

According to this decision, the Ministry of Education and Training has reviewed, simplified and officially announced the list of administrative procedures related to the consideration of promotion of professional titles for lecturers and teachers from preschool to university levels.

In particular, the list of internal administrative procedures under the authority of the Ministry of Education and Training includes procedures for considering promotion of professional titles for lecturer positions.

The list of internal administrative procedures under the jurisdiction of local authorities includes procedures for considering promotion of professional titles for teacher positions.

The Decision also clearly states the conditions for teachers/lecturers to register for consideration for promotion to professional titles and the registration documents.

For teachers

For teachers, the application for promotion to professional title includes:

- The civil servant's CV according to current regulations must be prepared at least 30 days before the deadline for submitting the application for promotion to professional title, with confirmation from the agency or unit employing the teacher;

- Comments and assessments by the head of the public service unit employing the teacher or by the head of the competent authority managing the public service unit on the standards and conditions for registration for consideration of promotion of the teacher's professional title according to regulations;

- Document approving the results of assessment and classification of civil servant quality for 3 consecutive working years prior to the year of consideration for promotion to professional title;

- Copies of diplomas and certificates according to the standards of training and development of the professional title being considered for promotion.

- Evidence according to the standards of professional competence and expertise of the job title being considered for promotion.

In case a teacher has one of the diplomas or certificates specified in Clause 3, Article 9 of Decree 115/2020, as amended and supplemented in Clause 4, Article 1 of Decree 85/2023, he/she is determined to meet the standards on foreign language proficiency or ethnic minority language proficiency of the professional title category registered for promotion consideration.

For standards that do not have evidence such as diplomas, certificates, certifications, decisions, certificates of merit, certificates of merit, topics, projects or products applied ineducation , teaching students and related documents, the evidence is the assessment record, comments on the ability to meet those standards of the professional group, subject group or equivalent and confirmed by the head of the educational institution directly managing and using the teacher.

For instructors

For lecturers, the application for promotion to professional title includes:

- The civil servant's CV according to current regulations must be prepared at least 30 days before the deadline for submitting the application for promotion to professional title, with confirmation from the agency or unit employing the civil servant;

- Comments and assessments by the head of the public service unit employing civil servants or by the head of the competent authority managing the public service unit on the standards and conditions for registration for consideration of promotion of professional titles of civil servants according to regulations;

- Copies of diplomas and certificates as required by the job title being considered for promotion.

In case the foreign language requirements for the professional title being considered for promotion do not change compared to the requirements for the current professional title, it is not necessary to submit a foreign language certificate.

In case of having one of the diplomas and certificates specified in Clause 3, Article 9 of Decree 115/2020 (amended and supplemented in Decree No. 85/2023), it can be used instead of the foreign language certificate.

- Other requirements as prescribed by the professional title standards for promotion consideration.
