The Ministry of Education and Training said that through inspection of the arrangement of the network of educational institutions in a number of localities, it shows that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific, prudent, public and transparent manner.
However, there are still some places where implementation has limitations, potentially affecting teaching and learning organization and ensuring educational security, especially in disadvantaged areas and densely populated urban areas.
To ensure system stability, strictly implement the Central's direction and comply with current regulations, the Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of Provincial Party Committees of provinces and cities to focus on directing the correct implementation of the Central Steering Committee's viewpoints.
The Standing Committee of the Party Committee of the Ministry of Education and Training requested the Standing Committees of Provincial Party Committees of provinces and cities to direct the review and arrangement of separate schools according to a suitable roadmap, focusing on forming, maintaining and developing models of boarding and semi-boarding schools for ethnic minority students at commune or inter-commune centers; prioritizing ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially in difficult areas, borders and islands.
At the same time, it is recommended that the Standing Committees of the Provincial Party Committees of provinces and cities direct a comprehensive assessment of the arrangement plans to develop a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and not causing disruption to teaching and learning activities; temporarily suspend the implementation of plans and public educational institutions that exceed the scale and do not ensure minimum conditions until a full impact assessment is made.

According to the Ministry of Education and Training, the arrangement must comply with regulations on school and class size; teaching staff and standards; facilities, land fund, population density and geographical conditions; and absolutely must not affect students' right to study.
The Standing Committee of the Party Committee of the Ministry of Education and Training requested the Standing Committees of Provincial Party Committees of provinces and cities to pay attention to directing the review, completing the plan and informing the results to the Ministry before December 1, 2025.
Previously, the Ministry of Education and Training had provided instructions on arranging and organizing preschool, general education, and continuing education facilities in accordance with two-level government.
Accordingly, the Ministry requested localities to review the entire network of preschool, general education and continuing education facilities, including schools, school locations, class sizes, management staff, teachers and staff. At the same time, check and evaluate the physical facilities of classrooms, functional rooms, dormitories, public houses, kitchen areas, toilets, clean water systems, auxiliary works, teaching equipment, etc.
Based on the review results, provinces and cities will develop plans and projects to arrange (merge, consolidate, dissolve or establish new) educational institutions in a reasonable and effective manner, without wasting resources.
The Ministry of Education and Training proposes to prioritize models of inter-level primary and secondary schools in sparsely populated areas or areas with difficult transportation conditions. At the same time, consider merging kindergartens and small-scale, substandard primary schools in the same commune according to a suitable roadmap.
The Ministry also proposed to retain schools and school locations with favorable conditions (facilities, traffic, population), dissolve substandard and ineffective satellite schools; and concentrate children, students, and trainees to main schools with standard facilities.
At the same time, reorganize continuing education centers, vocational education centers - continuing education to ensure compliance with lifelong learning needs and management models at provincial and commune levels.
