Ms. Nguyen Thi Thanh Ha, Principal of Luong The Vinh Secondary School, Thai Binh City, informed: Up to now, the school has had many drastic solutions to implement Circular 29. In fact, after one month of implementation, there have been changes in the awareness and actions of teachers, students, and parents.

Specifically, up to now, 100% of grade 9 students have participated in the review course completely free of charge. Teachers are enthusiastic and voluntarily participate in teaching the review course to students, as this has been determined in the school year's mission. "Teachers remain dedicated. The review course for grade 9 is going smoothly and according to plan," Ms. Nguyen Thi Thanh Ha shared, at the same time, she said that in the coming time, the school will better implement Circular 29, ensuring no violations.

As a rural area, the need for extra study and teaching is not too great, according to Mr. Tran Duc Cuong, Head of the Department of Education and Training of Dong Hung district, Thai Binh province, Circular 29 has been put into practice in Dong Hung district, initially achieving the desired results.

Towards good things for education, for students

Speaking at the working session, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the consensus and determination of the Thai Binh Education sector in implementing Circular 29.

Emphasizing the viewpoint of "not banning extra teaching and learning in accordance with regulations and effectively, but resolutely banning widespread extra teaching and learning", the Deputy Minister analyzed the consequences of widespread extra teaching and learning on students and teachers and the need for schools and teachers to fulfill their responsibilities.

Deputy Minister Pham Ngoc Thuong speaks at the working session

“We cannot take advantage of the fact that students need to study to organize extra classes and collect money from them. Have teachers advised that children do not need to study, they just need to study on their own? It seems that there are still places that have not done so, have not fulfilled their responsibilities, so the situation of extra teaching and learning is widespread and continues for a long time,” the Deputy Minister shared.

Affirming the spirit of Circular 29 is towards good things for education and students, the Deputy Minister said that implementing Circular 29 well will return good values to education, from management to teaching and learning; bring great benefits to teachers and students; the regulations of the Circular will protect the dignity of the teaching profession and protect genuine teachers.

“The view of the Ministry of Education and Training is to move towards schools without extra teaching and learning. Students who need extra training, support, and review as stipulated in Circular 29 must also be seriously reviewed. For a long time, extra teaching and learning have been considered a daily task. Children go to school all day to learn knowledge, for 12 years, even when they go to university, they still depend on teachers, lacking the spirit of self-awareness, self-control, self-study, and lack time for physical training and skills…”, noting this, the Deputy Minister also shared with teachers: “Teachers’ happiness is as soon as possible so that students do not depend on them”.

Leaders of Thai Binh Department of Education and Training at the working session

To effectively implement Circular 29, the Deputy Minister noted the need for unity, determination, and high consensus in implementation. In particular, education management levels need to fully understand the regulations and spirit of the Circular, see the immediate and long-term consequences of widespread extra teaching and learning to act resolutely, without tolerance or compromise. In addition, there needs to be close and effective coordination between departments, branches, and localities in implementing the Circular's regulations.

Mentioning synchronous solutions to manage extra teaching and learning such as propaganda solutions, professional solutions, inspection and examination solutions, improving the relationship between school, family and society... The Deputy Minister suggested that the Department of Education and Training of Thai Binh province soon advise the Provincial People's Committee to issue regulations on extra teaching and learning in the province; deploy Circular 29 concurrently, synchronously, responsibly and effectively; absolutely not loosen responsibility towards students, create the most favorable conditions for students and ensure the quality of education.
