On November 5, Minister of Agriculture and Environment Tran Duc Thang issued Decision 4651/QD-BNNMT to establish the Ministry's Steering Committee to implement Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.

The Ministry's Steering Committee consists of 43 members, headed by Minister Tran Duc Thang; Deputy Minister Vo Van Hung is Deputy Head. The remaining members are Deputy Ministers and leaders of units under the Ministry.

The Steering Committee is responsible for researching and proposing to the Minister to direct the implementation of the Party's policies and regulations; provide orientations and solutions to perfect institutions and laws; prevent and combat corruption, waste, negativity, group and local interests in the work of building institutions and laws in the management areas of the Ministry of Agriculture and Environment.

In addition, direct, urge and inspect units under the Ministry to organize the implementation of Resolution No. 66-NQ/TW, the Government's Action Program to implement Resolution No. 66-NQ/TW and the Ministry's programs to implement Resolution 66-NQ/TW, Resolution No. 197/2025/QH15 of the National Assembly , Resolution No. 140/NQ-CP of the Government.

In particular, direct the promotion of policy communication work, orient information and propaganda on policies, orientations, and solutions to perfect the Party and State's institutions and laws in the fields of agriculture and environment...

Resolution 66-NQ/TW was born from the reality of national development, recognizing the great achievements in building and perfecting the legal system in recent times, while frankly pointing out the limitations and shortcomings: some policies have not been institutionalized in a timely manner; the thinking of building laws is still heavy on management; legal regulations are still overlapping and contradictory; the organization of law enforcement is ineffective; there is a lack of a mechanism for quick policy response to newly arising issues.

On that basis, the Resolution sets out five guiding viewpoints throughout, emphasizing the Party's comprehensive leadership role; identifying the work of building and enforcing laws as a key task and a driving force for development; affirming that law-making must closely follow reality, absorb the quintessence of humanity, and at the same time focus on the culture of compliance with and respect for the Constitution and laws.

The Resolution sets out a specific roadmap to 2030, forming a synchronous, transparent, and feasible legal system, creating a foundation for Vietnam to become a developing country with modern industry and high average income. By 2045, Vietnam will build a high-quality, modern legal system, approaching international standards, ensuring human rights and civil rights, contributing to making Vietnam a developed, high-income country.

To implement this, the Resolution sets out seven key groups of tasks and solutions: ensuring the Party's comprehensive leadership; innovating thinking and orientation in law-making; creating breakthroughs in law enforcement; improving the effectiveness of international cooperation; improving the quality of legal human resources; promoting digital transformation, applying artificial intelligence and big data in legal work; and implementing a special financial mechanism for law-making and law enforcement activities.
