
On the evening of November 1, the Head of the National Steering Committee for Civil Defense issued Official Dispatch No. 24 to the People's Committees of provinces and cities from Nghe An to Quang Ngai; the Ministries of Agriculture and Environment, Industry and Trade; Vietnam News Agency, Vietnam Television, and Voice of Vietnam on reservoir operations to ensure safety for downstream areas.
Accordingly, in late October 2025, heavy rains caused historic floods on two rivers in Hue and Da Nang cities, causing great damage to people and property.
Actively operating to reserve flood prevention capacity and operating to reduce floods for downstream areas has contributed significantly to flood reduction and not increased flooding for downstream areas.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of November 1 to the evening of November 3, the area from Ha Tinh to Da Nang city and the East of Quang Ngai province will have heavy to very heavy rain with rainfall in Hue city, Da Nang city and the East of Quang Ngai province generally ranging from 300-500mm, locally over 750mm.
In Ha Tinh and Quang Tri, rainfall is generally 200-350mm, locally over 500mm. In the south of Nghe An province and the west of Quang Ngai, there is moderate to heavy rain with rainfall generally 70-150mm, locally over 250mm.
Along with that, according to the initial assessment of the National Center for Hydro-Meteorological Forecasting, around November 5, storm No. 13 will enter the East Sea; around November 7, the storm will move inland to our country, the center of influence is from Da Nang city to Khanh Hoa.
The storm may cause strong winds and heavy rain in the Central and South Central regions from the night of November 6 to November 9.
To reduce flooding downstream and ensure the safety of works in the event of prolonged rain and floods, contributing to minimizing damage to people and property, the National Steering Committee for Civil Defense requests the ministries and People's Committees of the above-mentioned provinces and cities, according to their assigned tasks, to focus on directing reservoir owners to urgently operate and regulate inter-reservoirs and single reservoirs for irrigation and hydropower, ensuring priority for flood prevention capacity for downstream areas; closely monitor the development of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of reservoirs to promptly report when unusual situations occur.
Localities promptly notify local authorities, people in downstream areas, organizations operating on rivers and riverside areas; aquaculture facilities, water transport vehicles; ferry terminals to proactively take preventive measures to ensure safety of people and property during operations.
At the same time, organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dike Management and Disaster Prevention and Control - Ministry of Agriculture and Environment) and relevant agencies as prescribed.
