Accordingly, implementing Conclusion 183-KL/TW in 2025 of the Politburo and the Secretariat on actively deploying and operating the 2-level local government model, strongly shifting the grassroots level to proactively grasping and managing socio-economic, national defense and security, the Ministry of Home Affairs will organize national online conferences to provide professional training for commune-level cadres, civil servants and public employees related to the state management field of the Ministry and the Home Affairs sector.
As planned, the training conference will be held online nationwide for 01 day (August 9, 2025). The main bridge is located at the headquarters of the Ministry of Home Affairs, No. 08 Ton That Thuyet, Cau Giay Ward, Hanoi . At the same time, local bridges are set up in 34 provinces and centrally run cities and in 3,321 communes, wards and special zones nationwide.
At the main bridge in Hanoi, the conference was chaired by the Minister of Home Affairs, along with Deputy Ministers, leaders of Departments, Bureaus, the Ministry's special working group on operating the two-level local government model and the team of civil servants and public employees assigned to strengthen the locality.
In provinces and cities, the Director of the Department of Home Affairs presides over the provincial-level bridge, with the participation of affiliated specialized departments and offices. At the commune level, participants include the Chairman and Vice Chairman of the Commune People's Committee, leaders of the People's Council and all specialized civil servants summoned by the locality.
The training content was developed by the Ministry of Home Affairs to be close to the practical operation of the apparatus at the grassroots level and new requirements from the current administrative reform, decentralization and delegation of power.
Specifically: Basic and core contents of the Law on Organization of Local Government 2025; duties and powers of the Chairman, Vice Chairman, Head of the People's Council at the commune level; duties, powers, management skills, and handling of tasks under the authority of the Chairman, Vice Chairman of the People's Committee at the commune level, Head of specialized departments under the People's Committee at the commune level and commune-level civil servants.
Contents on the organization, functions and tasks of specialized agencies under the People's Committee at the commune level; organization of public service units under the People's Committee at the commune level; orientation to determine job positions of commune-level civil servants.
Contents on decentralization, delegation of authority, and determination of authority in the field of Home Affairs; instructions on procedures for handling administrative procedures at the commune level in the field of Home Affairs.
The Ministry of Home Affairs will receive and respond to feedback, recommendations and proposals to resolve difficulties and problems of localities during the implementation process.
Organizing synchronous and unified training on a national scale is an important preparatory step to help commune levels improve their management and operation capacity in the context of strong transformation of the local government organization model. Thereby, the grassroots level not only performs well the regular administrative tasks but also proactively advises and promptly resolves issues arising in the new conditions, contributing to building a streamlined, effective and efficient administrative apparatus, associated with serving people and businesses better and better.
In Conclusion 183-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the Ministry of Home Affairs to coordinate with relevant ministries and branches: Urgently continue to organize training and professional development for commune-level civil servants and public employees; develop a toolkit to evaluate work efficiency, as a measure of the quality of civil servants and public employees (to be completed before August 31, 2025).
Research, promulgate or propose competent authorities to promulgate regulations on regimes and policies, ensuring the correlation between cadres and civil servants affected by the organizational arrangement such as: Cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic or dangerous jobs or have worked for 15 years or more in areas with particularly difficult socio-economic conditions and have reached retirement age; cadres at commune level or higher who are enjoying retirement, disability and sick leave benefits; workers working at Associations assigned by the Party and State at provincial and district levels; full-time trade union officials working under labor contracts (receiving salaries and allowances from trade union funds) (to be completed before August 31, 2025).
