The delegation included 74 delegates who had contributed to the revolution. Authorized by the head of the Ministry of National Defense and the head of the General Department of Politics of the Vietnam People's Army, the Department of Social Policy organized a reception for the delegation.

During the resistance wars for national liberation and the war to defend the Fatherland, under the leadership of the Party, the people of all ethnic groups in Kon Tum province wholeheartedly followed the Party and Uncle Ho, making great contributions of human and material resources to the cause of national liberation and national reunification.

Promoting the tradition of the revolutionary homeland, over the years, the Party Committee, government, army and people of Kon Tum province have always overcome difficulties, been proactive, creative, strived and achieved important and comprehensive achievements. In particular, the province has regularly paid attention to and carefully organized the implementation of regimes and policies for people with revolutionary contributions.

Major General Cao Xuan Thang, Deputy Director of the Department of Social Policy and Director of Social Insurance of the Ministry of National Defense, delivered a congratulatory speech to the delegation of people with revolutionary contributions from Kon Tum province.

Reporting on the implementation of preferential policies for people with revolutionary contributions, comrade Nguyen Thanh Tinh, Deputy Director of the Department of Home Affairs of Kon Tum province, said: Kon Tum province is currently managing and implementing policies for 50,660 people who have enjoyed and are enjoying policies. Kon Tum province promptly and fully implements policies for people with revolutionary contributions, focusing on resolving the backlog of confirmation and recognition of people with revolutionary contributions in the province. Up to now, 99.37% of policy households and people with revolutionary contributions have a standard of living equal to or higher than that of local residents. 100% of Vietnamese Heroic Mothers are cared for and supported for life by departments, branches, units and enterprises.

Major General Cao Xuan Thang emphasized that over the years, the Central Military Commission and the Ministry of National Defense have regularly paid attention to leading and directing the functional agencies of the Ministry of National Defense to closely coordinate with the central departments, ministries, branches and localities to study and propose to the Party and State to amend and promptly issue and supplement many documents regulating the regime and policies for people with meritorious services to the revolution, the Army's rear policy in general and paying attention to people with meritorious services to the revolution in Kon Tum province in particular. Many meaningful practical actions have been taken to honor people with meritorious services to the revolution, thereby meeting the aspirations of policy beneficiaries and increasing trust in the Party, State and Army.
