According to the new circular, students will be disciplined if they violate the Law on Education , school regulations or relevant authorities.
Students are not allowed to do things like insulting dignity, violating other people's bodies, fighting, cheating on exams, using cell phones during class without teacher's permission, using stimulants, breaking the law...
Elementary school students, depending on the severity of the violation, will be warned or asked to apologize. Middle school and high school students will be warned, criticized, or write a self-criticism. The self-criticism must include confirmation and commitment from the family in coordinating the management, education, and support of their children to learn from experience and overcome the consequences.
The Circular sets out the principles of student discipline that must be objective, positive, and appropriate to the student's psychology. In particular, disciplinary measures that are violent, insulting to the dignity and honor, and that affect the physical and mental health of students must not be used.
According to current regulations from 1988, forms of student discipline include reprimand in front of the class, school, warning in front of the whole school, suspension for one week and suspension for one year.
In 2020, the Ministry of Education and Training issued school regulations. Forms of criticism in front of the class and school were abolished. The highest level of discipline for students is temporary suspension from school, usually about 1-4 weeks.
Although they disagree with "expulsion" without any measures to support students during their suspension, some experts and teachers say the new regulation is "too lenient".
For serious, even dangerous, behaviors, it is necessary to temporarily suspend the offending student's studies so that the school and parents can work together to help them overcome and correct the behavior.
