Abolish the rule on suspending students from school.

The new circular on student rewards and disciplinary measures issued by the Ministry of Education and Training has abolished the disciplinary regulation of suspending students from school, which had been in place for many years.

According to the new circular, students will be disciplined if they violate the Education Law, school regulations, or the rules of relevant authorities.
Prohibited behaviors for students include insulting human dignity, violating the physical integrity of others, fighting, cheating on exams, using mobile phones during class without teacher permission, using stimulants, and breaking the law.

Elementary school students will receive a warning or be required to apologize, depending on the severity of the violation. Middle and high school students will receive a warning, criticism, or be required to write a self-criticism report. This report must include confirmation and a commitment from the family to cooperate in managing, educating, and supporting their children in learning from their mistakes and rectifying the consequences.

The circular outlines the principle that student discipline must be objective, positive, and appropriate to the students' psychology and physiology. In particular, it prohibits the use of disciplinary measures that are violent, insulting to dignity and honor, or negatively impact the physical and mental well-being of students.

According to current regulations dating back to 1988, the forms of disciplinary action for students are reprimand in front of the class or school, warning in front of the entire school, expulsion for one week, and expulsion for one year.
In 2020, the Ministry of Education and Training issued school regulations. Forms of public criticism in front of the class or school were abolished. The highest level of disciplinary action for students is temporary suspension from school, usually for about 1-4 weeks.

While disagreeing with the practice of "expulsion" without providing support to students during their suspension, some experts and educators believe the new regulation is "too lenient."
For serious or even dangerous behaviors, it is necessary to temporarily suspend the offending student's studies so that the school and parents can work together to help the student correct and improve their behavior.
