The Ordinance amending Article 10 of the Population Ordinance stipulates that people are allowed to decide on the time of childbirth, the number of children and the interval between births.

Previously, presenting the report, Minister of Health Dao Hong Lan said that the Government submitted to the National Assembly Standing Committee to amend Clause 1, Article 1 of the Population Ordinance No. 08/2008, amending Article 10 of the 2003 Population Ordinance: "Decision on time and spacing of births" to "Decision on time of birth, number of children and spacing between births appropriate to age, health status, conditions of study, labor, work, income and child-rearing of individuals and couples on the basis of equality".
At the same time, the Government proposed to remove Clause 2: "Have one or two children, except in special cases prescribed by the Government".
Article 10 of the 2003 Population Ordinance, amended in 2008, stipulates: "Rights and obligations of each couple and individual in implementing population and family planning campaigns and reproductive health care:
1. Decide when and how far apart you want to have children;
2. Have one or two children, except in special cases prescribed by the Government;
3. Protect health, take measures to prevent reproductive tract infections, sexually transmitted diseases, HIV/AIDS and perform other obligations related to reproductive health".
Minister Dao Hong Lan said that this amendment aims to overcome the difference in birth rates between regions and groups, avoiding a birth rate that falls too low and does not reach the replacement level - which could have negative impacts on sustainable economic, social, security and defense development in the future.
" Amending legal documents regulating the number of children is one of the contents aimed at maintaining the replacement birth rate, avoiding the birth rate from continuing to decrease in the coming time, " Ms. Dao Hong Lan added.
The Minister of Health added that according to some current studies, the desire to have two children is still popular in society, but not all couples can realize that desire. Other factors in life greatly influence people's decision to have children. Therefore, after amending this regulation, the birth rate may increase in the short term, but the increase will not be significant.
Agreeing with the amendment of the Population Ordinance, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that this amendment is only a short-term solution.
To comprehensively solve population issues and complete population goals and tasks, Mr. Nguyen Dac Vinh requested the drafting agency to urgently complete the draft dossier of the Population Law to fully institutionalize the Party's viewpoints and policies; ensure the quality and progress of the Law to be submitted to the National Assembly Standing Committee and the National Assembly in accordance with the provisions of the Law on Promulgation of Legal Documents.
