Regarding the Draft Political Report submitted to the 18th Provincial Party Congress, term 2025 - 2030, comrade Vy Xuan Thanh basically agreed with the structure and content of the sections. According to him, the draft highlighted the results achieved in the past term, at the same time pointed out some shortcomings, limitations, causes, and proposed directions and tasks for the coming time. The draft report also mentioned some new points and the current context of the province.

To make the draft more in-depth and comprehensive, comrade Vy Xuan Thanh made some comments, focusing on the second part "Orientations, goals, tasks for the 2025 - 2030 term". Specifically, in part IV of the main tasks and solutions, in section 1.1 "Continue to focus on rapidly developing the border gate economy , building smart border gates, creating momentum to promote the province's economic growth" (pages 27, 28), it is necessary to supplement the leadership role of the Party Committee in focusing on developing the border gate economy with specific leadership and direction solutions to maximize the potential and advantages of the border gate economy in the area.

In particular, for item 5. “Building and rectifying a clean and strong Party; improving the leadership capacity and fighting strength of the entire Party organization” (page 38), comrade Vy Xuan Thanh focused on giving comments on item 5.3 “Innovating personnel work, strengthening internal political protection; strengthening the consolidation of grassroots party organizations and improving the quality of party members” (pages 39, 40).

In paragraph 3 of section 5.3 “Innovate all stages of personnel work to ensure substance and effectiveness… pay attention to creating a source of young and female cadres. Implement well the regime and policies for cadres, civil servants, public employees, and workers affected by the arrangement and merger of administrative units, organizations, and apparatus.”, according to the comrade, “pay attention to creating a source of young, female cadres, and cadres who are ethnic minorities” should be added.

At the same time, to build a clean and strong grassroots party organization, it is necessary to improve the qualifications and capacity of cadres and party members, especially leaders. In the context of the country and Lang Son province moving towards a new era, an era of national development, party members need to have new awareness, not only taking the lead but also setting an example at all times and places in all aspects of social life; at the same time, proactively updating new information to propagate and mobilize people to agree with the Party's guidelines and policies, and the State's policies and laws.

Discussing further, comrade Vy Xuan Thanh said: currently, some Party committees do not really pay attention to the quality of Party members, so during the admission process, it is necessary to carefully review and select. At the same time, Party committees create conditions for Party members to promote their pioneering and exemplary roles, truly becoming "extended arms" of Party committees.

After studying the documents of the 18th Provincial Party Congress, Comrade Nong Thi Phuong Thao, Director of the Provincial Social Insurance, highly appreciated the work of drafting the Political Report to be submitted to the 18th Provincial Party Congress. The report was elaborately constructed, with rich data and logical structure, fully reflecting the comprehensive leadership results of the Provincial Party Committee during the 2020-2025 term and major orientations for the 2025-2030 period.

First of all, he stated that the motto and theme of the report were based on the province's development practices, consistent with the planning goals of Lang Son province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister. The report's content clearly demonstrates the viewpoint of taking people as the center, promoting the strength of solidarity for rapid and sustainable development.

However, he suggested that it is necessary to clarify more in the evaluation of the results of the term. Specifically, in the 20 main targets of the Resolution for the term 2020-2025, there are 2 targets that have not met the set targets. It is necessary to specify which targets they are and clearly analyze the reasons for not meeting them, both objective and subjective reasons. This will help the Provincial Party Committee have a basis to build more realistic and feasible targets and solutions for the new term.

Regarding the main tasks and solutions, he paid special attention to the fields of social security, labor, employment and human resource development. He suggested that the report should emphasize more on breakthrough and effective solutions in implementing social insurance and unemployment insurance policies and improving the quality of human resources to ensure that social security indicators are sustainable.

He also proposed to add content on personnel work, including attention to creating a source of young cadres, female cadres and especially cadres from ethnic minorities. This not only demonstrates fairness and equality but also contributes to promoting the strengths and potential of local cadres, especially in remote, isolated and border areas.

In Section 6.1 (page 43) on innovation in leadership methods and improving the effectiveness of state management, he suggested adding the content of "improving the quality of supervision by National Assembly deputies over the activities of state agencies and representing the will and aspirations of the people". Thereby, strengthening the supervision of elected representatives over the activities of state agencies, ensuring that the voices and aspirations of the people are heard and reflected promptly.

With the above contents, Comrade Nong Thi Phuong Thao believes that the 18th Provincial Party Congress will make correct and breakthrough decisions, meeting the expectations of the people, contributing to building Lang Son to become increasingly rich, civilized and modern.
