Ministry of Finance continues to promote administrative reform

In the first quarter of 2024, the Ministry of Finance will continue to strictly control administrative procedures under its management authority to comprehensively reform in conjunction with the development of e-government and the digital transformation process. Thereby, creating maximum convenience for people and businesses, contributing to improving the business environment and enhancing national competitiveness.

Resolutely implement administrative reform work

Regarding the review, reduction and simplification of administrative procedures (AP), in the first quarter of 2024, the Ministry of Finance implemented 96/146 tasks in the 2024 Administrative Reform Plan issued under Decision 2838/QD-BTC dated December 25, 2023. Of which, 17 tasks have been completed, 63 regular tasks have been effectively implemented and progress has been ensured, and 16 tasks are continuing to be implemented according to the plan.

The Ministry of Finance considers institutional reform as a key task in direction and implementation. Therefore, the research and development of legal documents in the financial sector has met the requirements of progress and content under the direction of the Government and the Prime Minister, promptly resolving major issues arising in difficult economic conditions. Along with that, the reform of administrative procedures has been promoted by the Ministry of Finance. The Ministry of Finance strictly controls the issuance of administrative procedures in legal documents, fully assesses the impact of administrative procedures combined with research on cutting and simplifying administrative procedures, focusing on the fields of tax and customs; cutting and simplifying regulations related to business activities to facilitate people and businesses in the implementation process; cutting and simplifying internal administrative procedures. At the same time, in the first quarter of 2024, the Ministry of Finance will continue to strictly control administrative procedures under its management authority with the aim of comprehensively and effectively reforming administrative procedures, creating favorable conditions for people and businesses to improve the business environment and enhance national competitiveness.

From December 15, 2023 to March 14, 2024, the Ministry of Finance reviewed and issued 06 Decisions to announce the abolition of 40 administrative procedures; amend, supplement, and replace 26 administrative procedures; and announce 12 new administrative procedures in management fields. As of March 14, 2024, the total number of valid administrative procedures under the management of the Ministry of Finance is 765 administrative procedures. Based on the Decision on announcement, the Ministry of Finance has publicly disclosed, fully and promptly updated on the National Public Service Portal, the Ministry's Electronic Information Portal, and the headquarters of the agencies receiving and implementing administrative procedures in accordance with regulations.

Stable and efficient one-stop mechanism

The Ministry of Finance continues to operate the model of receiving and returning results of administrative procedure settlement under the one-stop mechanism at the Ministry's headquarters stably and effectively.

Accumulated from December 15, 2023 to March 14, 2024, the Ministry of Finance's One-Stop Department received 363 administrative procedure records in 05 fields (insurance; accounting, auditing; information technology and pricing). At the same time, the Ministry of Finance's One-Stop Department has digitized records and results of handling administrative procedures under the authority of units under the Ministry's agencies to form an electronic data management warehouse of organizations and individuals at the Ministry of Finance's Administrative Procedure Handling Information System. The Ministry of Finance continues to review and improve the functions, tasks, and organizational structure of organizations and units under its authority to ensure that they meet the criteria for establishment according to regulations, are streamlined, effective, efficient, and perform well the assigned political tasks.

The application of information technology in the operations of state administrative agencies is increasingly promoted towards modernization, meeting the state management needs of the Ministry of Finance. In the first quarter of 2024, the total number of electronic documents issued was 21,106 documents, the total number of electronic documents received to EdocTc was 12,830 documents. Thanks to that, the quality and efficiency of professional activities is improved, the time to resolve requests of people and businesses is shortened, public, transparent and in accordance with the law.

Promoting the deployment of online public services

The Ministry of Finance has identified promoting the provision of this service as a top priority in the process of building an e-government and digital government, to facilitate and further reduce costs for people and businesses. Currently, 100% of administrative procedures under the jurisdiction of the Ministry of Finance and its affiliated units have been provided with online public services. The total number of online public services (ONS) under the management of the Ministry of Finance is 765, of which: 383 are full-service ONS (50.07%), 123 are partial ONS (16.07%) and 259 are information services for organizations and individuals (33.86%). At the same time, the Ministry of Finance has completed the connection and integration of 284 ONS on the National Public Service Portal.

Deployment of electronic invoices generated from cash registers: As of March 18, 2024, 47,122 businesses, households, and individual businesses have successfully registered to use electronic invoices with tax authority codes generated from cash registers, with the number of electronic invoices generated from cash registers being more than 228.3 million invoices (Total tax amount: VND 11,177.7 billion, total revenue: VND 162,481.5 billion).

At the same time, the Ministry of Finance has implemented electronic customs procedures at all customs units through the VNACSS/VCIS system; deployed electronic payment gateways at all Customs Departments; The national single window mechanism has connected 250 administrative procedures of 13 ministries and branches with the participation of more than 69.5 thousand enterprises. 100% of administrative procedures in the treasury sector have been provided with full online public services and integrated on the National Public Service Portal./.
