On March 4, Comrade Dang Quoc Khanh, member of the Party Central Committee, Minister of Natural Resources and Environment , and the working delegation inspected the land area of agricultural and forestry origin belonging to the Moc Chau Red Co Tea Joint Stock Company and the Moc Chau Dairy Cow Breeding Joint Stock Company.
Welcoming and working with the delegation, our province had comrade Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee; leaders of a number of departments and branches of the province and Moc Chau district.
In Moc Chau district, there are 5 companies with agricultural and forestry origins that have been allocated land, leased land and granted land use right certificates by the People's Committee of Son La province, with a total area of over 9,300 hectares, of which the leased area is over 2,400 hectares; the area returned to local management is over 6,900 hectares.
The Minister of Natural Resources and Environment visited and inspected the land area of agricultural and forestry origin belonging to the Co Do Moc Chau Tea Joint Stock Company. The Company was leased land by the State but has not yet effectively managed the leased land area of nearly 400 hectares. Currently, households and individuals are directly managing and using it to grow fruit trees such as plums, apricots, oranges, etc., growing annual crops and have not yet signed a contract with the Company. Meanwhile, the Company is leasing the entire land area and paying the annual rent. Many households and individuals have renovated and used it before the Company was leased the land by the State. The Company did not manage this land area when it was allocated or leased by the State, leading to the fact that the people using the land are not the people to whom the State allocated or leased the land.
Moc Chau Red Co Tea Joint Stock Company has organized many meetings with households and individuals about the implementation of land management for the Company leased by the Provincial People's Committee, and signed contracts between the Company and households and individuals. However, up to now, households and individuals have not agreed to sign contracts with the company.
Visit and inspect the actual land area of agricultural and forestry origin belonging to Moc Chau Dairy Cattle Breeding Joint Stock Company. Currently, Moc Chau District People's Committee is implementing site clearance for many projects affecting households and individuals who are living and raising dairy cows under the contract with the former State Farm and the current contract with Moc Chau Dairy Cattle Breeding Joint Stock Company. Livestock raising households have built houses in the livestock farm area many years ago, located on the allocated farm land area and currently, the Company is leased land by the Provincial People's Committee. When implementing site clearance, the households have no other place to live in the town. However, compared with current regulations, there are no regulations on land allocation for households living and raising dairy cows on the land area leased by the Company by the Provincial People's Committee. Therefore, the households request to be allocated land when implementing land recovery and site clearance.
To overcome difficulties, the People's Committee of Moc Chau district proposed that the Minister consider and provide guidance on the settlement of nearly 400 hectares of agricultural land of Co Do Moc Chau Tea Joint Stock Company, which is being leased by the Provincial People's Committee; and have a policy of allocating residential land to households and individuals who are living and raising dairy cows on the land of Moc Chau Dairy Cow Breeding Joint Stock Company, which is being leased by the Provincial People's Committee, when the land is recovered and there is no other place to live or reside in the area.
The Minister of Natural Resources and Environment has assigned the support department to synthesize opinions and recommendations of Moc Chau district to study and respond, ensuring compliance with current legal regulations.
On March 5, the Minister of Natural Resources and Environment and his delegation will work with the Standing Committee of Son La Provincial Party Committee on State management of natural resources and environment in the locality.
