From a modest number of 202 enterprises in 2004, up to now, the whole province has 3,667 enterprises, with a total registered capital of over 77,080 billion VND; annually, contributing about 35% of GRDP, over 60% of the local budget revenue. On the occasion of the 20th Anniversary of Vietnamese Entrepreneurs Day (October 13, 2004 - October 13, 2024), Comrade Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, had an interview with Son La Newspaper reporters about the province's orientation and policies to accompany, support, and sustainably develop the business community, entrepreneurs and the contributions of businesses and entrepreneurs to the province. Reporter: Dear Vice Chairman of the Provincial People's Committee! Over the past years, what policies and guidelines has Son La province issued to support and sustainably develop the business community and entrepreneurs of the province?
Comrade Dang Ngoc Hau: With the motto "Taking people and enterprises as the center, the subject and the goal, the driving force", "Enterprises prosper, Son La develops", in recent years, the Provincial Party Committee, People's Council, and Provincial People's Committee have closely followed Resolution No. 10-NQ/TW dated June 3, 2017 of the 12th Central Executive Committee on developing the private economy into an important driving force of the socialist-oriented market economy; Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period. Accordingly, the Provincial Party Standing Committee issued Plan No. 191-KH/TU dated November 30, 2023, the Provincial People's Committee issued Plan No. 310/KH-UBND dated December 29, 2023 on implementing Resolution No. 41-NQ/TW, in which the business community is identified as "one of the core forces contributing to promoting the cause of industrialization, modernization of the country and international integration".
In addition to the policies of the Party, the State, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, we always pay attention to accompanying, supporting, and sustainably developing the business community and entrepreneurs of the province. We pay attention to listening and dialogue with businesses, promptly removing difficulties and resolving problems regarding mechanisms and policies, creating an equal investment and production environment; increasing investment attraction, promoting administrative reform, creating favorable conditions for businesses to develop production and business. We support the business community to expand its scale, improve the efficiency of business operations, encourage the development of entrepreneurs in rural areas; we pay attention to and create changes in training and fostering entrepreneurs. We promote ethics, business culture, social responsibility, and national spirit of the business community, and build harmonious labor relations. In particular, during the complicated developments of the Covid-19 pandemic, the province focused on carrying out the "dual task" of both preventing the pandemic and developing the socio-economy, implementing many support policies under the direction of the Central Government, helping businesses restore production and business.
Reporter: Could you please inform us about the activities and contributions of the business community and entrepreneurs to Son La province?
Comrade Dang Ngoc Hau: With the support, attention, leadership and timely direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the business community and entrepreneurs of Son La have continuously grown, diversified their fields of operation, improved production and business efficiency, promoted digital transformation and innovation; developed green economy and circular economy in enterprises; proactively approached and effectively applied policies and resources to support enterprises to improve competitiveness, integration and development. To date, Son La province has 3,667 enterprises, with a total registered capital of over VND 77,080 billion. Every year, the business sector contributes over 60% of the total local budget revenue and creates jobs for tens of thousands of workers, which is an important driving force for local economic development.
Promoting the role of the business community in implementing social security tasks, many businesses have actively accompanied and joined hands with the province and the social community in the work of preventing, fighting, repelling epidemics, overcoming natural disasters, and restoring socio-economic development of the province. Businesses have made great financial contributions to social security work, demonstrating the sense of responsibility and noble gestures of the business community and entrepreneurs, demonstrating the morality of "When drinking water, remember its source", the tradition of "Mutual love", "The healthy leaves cover the torn leaves" of the Vietnamese people. Notably, the support for building houses for people with meritorious services, veterans, and poor households in border communes with difficult housing circumstances with a total amount of nearly 30 billion VND; supporting the Education Promotion Fund - Talent Promotion with a total amount of 13 billion VND; supporting the Covid-19 Prevention and Control Fund of the province with 6.8 billion VND; support the construction of suspension bridges, schools, purchase of buffaloes and cows to directly support poor and disadvantaged households and support people affected by natural disasters and floods with about 20 billion VND..., contributing to reducing the poverty rate of the whole province to 14.8% in 2023 and is expected to decrease to over 11.1% by the end of 2024.
Reporter: In the context of global economic integration, how will Son La province accompany and create a favorable environment for businesses to develop and integrate, sir?
Comrade Dang Ngoc Hau: In addition to the achieved results, the majority of enterprises in the province are small and micro-sized, accounting for 97%, with low production and business capital, high production costs, and limited product quality. The proportion of enterprises in industry groups is still unbalanced, mainly operating in the construction and service sectors; most enterprises have not yet built a strategy for stable and sustainable production and business development. Some enterprises operate inefficiently, have business losses, and owe taxes and social insurance. Entrepreneurs are still limited in digital transformation, legal knowledge, management capacity, etc. There are not many enterprises, branded entrepreneurs, and export enterprises; there is a lack of enterprises operating in the fields of agriculture, forestry, processing industry, information technology, education, and health.
Removing difficulties and promoting business development, in 2024, the Provincial People's Committee will effectively implement Decision No. 377/QD-UBND dated March 1, 2024 on assigning tasks to support small and medium-sized enterprises using the central budget in 2024; Action Plan No. 12/KH-UBND dated January 20, 2024 of the Provincial People's Committee on implementing Resolution No. 02/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024; Plan No. 13/KH-UBND dated January 20, 2024 of the Provincial People's Committee on organizing a dialogue conference with enterprises and cooperatives in 2024.
Review and promptly grasp the difficulties and obstacles of enterprises, develop timely and effective handling plans, and thoroughly resolve long-standing "bottlenecks" that have hindered the operations of enterprises and entrepreneurs. At the same time, propose to competent authorities to issue mechanisms and policies, create favorable conditions and legal corridors on land and investment procedures, and create opportunities for enterprises and entrepreneurs to develop.
Direct departments, branches, People's Committees of districts and cities to synchronously implement solutions, strictly control public investment projects; continue to handle projects with violations that have been inspected and agree on handling plans. At the same time, strengthen the management of public investment projects, environmental protection, mineral exploitation, construction order management; strengthen state management of land, land use rights auction; enhance competition, transparency, cleanliness and health of the investment environment.
Support businesses across the province to build business strategies that closely follow the province's policies, promote the development of green economy, circular economy, digital transformation; ensure workers' income, pay the budget according to regulations, and effectively implement social security policies.
