The resolution of approval was passed on the morning of October 25 in a closed session of the National Assembly , according to the report of Prime Minister Pham Minh Chinh.
Deputy Prime Minister Pham Thi Thanh Tra, 61 years old, from Nghe An; Master of Education Management, Bachelor of Literature Pedagogy; Member of the Party Central Committee, 12th and 13th terms; Delegate of the 15th National Assembly.

She grew up in the education sector, starting as a primary school teacher, then working as a cadre, Deputy Head of the Department of Education and Training of Tran Yen district (formerly Yen Bai province). She has held many leadership positions in this locality such as: Vice Chairman of Tran Yen district, Secretary of the Provincial Youth Union, Head of the Provincial Party Committee's Propaganda Department, Vice Chairman of the Provincial People's Committee, Secretary of the Yen Bai City Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee and Chairman of the Yen Bai Provincial People's Council.
In October 2020, she was transferred to the Central Government to serve as Deputy Minister of Home Affairs and Deputy Head of the Central Organization Committee. In April 2021, she was approved by the National Assembly to hold the position of Minister of Home Affairs and has held this position until now.

Deputy Prime Minister Ho Quoc Dung, 59 years old, from Binh Dinh (now Gia Lai province), has a Master's degree in Law, and is a member of the 13th Party Central Committee.
Mr. Dung worked for many years in his hometown, holding the positions of Vice Chairman of Phu Cat district; Deputy Chief of Office then Chief of Office of the Provincial Party Committee; Deputy Head of the Provincial National Assembly Delegation; Vice Chairman then Chairman of the People's Committee of Binh Dinh province.
In October 2020, he was elected as Secretary of the Provincial Party Committee and Chairman of the People's Committee of Binh Dinh province. In July 2025, when Binh Dinh merged with Gia Lai, he was appointed by the Politburo to hold the position of Secretary of the Gia Lai Provincial Party Committee.
The Government currently has 9 Deputy Prime Ministers assisting Prime Minister Pham Minh Chinh, including Ms. Pham Thi Thanh Tra and Messrs. Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh and Ho Quoc Dung.
