The Department of Agriculture and Environment of Son La province focuses on solutions to be ready to start construction of boarding schools in border areas.

The Provincial People's Committee established a Steering Committee and Working Groups to assist the Steering Committee to implement the investment in the construction of inter-level primary and secondary boarding schools in border communes. In particular, a Working Group was established to urge and support matters related to site clearance, land, environment, minerals, and forestry, headed by Mr. Phung Kim Son - Member of the Executive Committee of the Son La Provincial Party Committee - Director of the Department of Agriculture and Environment, and the Deputy Heads of the Group were the Deputy Directors of the Provincial Police, the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works, the Provincial Military Command, the Land Fund Development Center, and 13 Chairmen of the People's Committees of border communes.

Immediately after the establishment of the Working Group, on the afternoon of October 24, 2025, the Working Group held a meeting at the Department of Agriculture and Environment to work specifically with the investors of the inter-level primary and secondary boarding school projects in the border communes of Son La province. The meeting aimed to hear detailed reports on issues related to planning, land, forestry, criteria for determining environmental procedures, and norms for determining water and mineral usage needs during project implementation.

Over two days, from October 25th to 26th, 2025, the working group conducted field surveys and inspections of three boarding schools (primary and secondary levels) in the communes of Chiềng Khương, Mường Hung, and Chiềng Khoong. To directly address difficulties and obstacles in land acquisition, compensation, and land pricing.

During the inspection and survey, the Provincial Land Development Center, the unit responsible for organizing land clearance, reported on the progress of surveying, counting, verifying land use origins, preparing maps, and extracting data for land acquisition to implement projects, in order to directly guide and resolve difficulties. The People's Committees of Chiềng Khương, Mường Hung, and Chiềng Khoong communes reported on the progress of completing procedures for verifying land use origins, appraising compensation, support, and resettlement plans for the projects; difficulties and obstacles encountered; and proposals and recommendations. Flycam equipment was used to record the current situation and overlay maps to support the review of project boundaries and land use origins.

At the conclusion of the inspection and survey, the majority of difficulties and obstacles were resolved by the working group, ensuring the immediate clearance and handover of land for project construction after approval. At the same time, the working group noted that the information reported by the Commune People's Committee still had outstanding issues requiring further review of related documents concerning land origin and identification of land acquisition subjects. During the field visit, Mr. Phung Kim Son – Head of the working group – instructed the relevant departments of the Department of Agriculture and Environment, including the Land Resource Management Department, the Surveying and Mapping - Remote Sensing Department, the Environmental Management Department, the Land Registration Office, and the Digital Transformation Center, to closely coordinate with the Commune People's Committee to review documents, exchange professional guidance online or in person with the Commune People's Committees and relevant organizations and units to propose solutions and report the results to the working group at the end of each week.
