Minister of Public Security: "All data will be protected, anyone who violates will be prosecuted"

(Dan Tri) - In response to concerns from some National Assembly deputies about the need for transport vehicles to install image recording devices in the passenger compartment, General Luong Tam Quang affirmed that all related data will be protected.

This is one of the contents emphasized by Minister of Public Security, General Luong Tam Quang, when explaining the opinions of National Assembly deputies on the draft Law amending and supplementing a number of articles of 10 laws related to security and order, on the afternoon of November 17.

Commenting on the draft law, some National Assembly deputies expressed concerns about the regulation that commercial transport vehicles must install additional equipment to record images in the passenger compartment.

Specifically, this revised draft law stipulates that "passenger cars with 8 seats or more (not including the driver's seat) used for transportation business must install a journey monitoring device, a device to record images of the driver and images of the passenger compartment".

National Assembly delegate Pham Van Hoa ( Dong Thap ) proposed to assess the impact of this regulation through surveys and consultations, because he was concerned that the content of the proposed draft law could affect personal rights.

Sharing the same view, delegate Chu Thi Hong Thai (Lang Son) cited the practice in many countries around the world when classifying passenger images as sensitive personal data.

Ms. Thai said that countries have very strict regulations on the scope, purpose of use, storage time limits, and require all access to be logged to ensure control.

The draft law has provisions on the system of collecting, storing and transferring data from journey monitoring devices and image recording devices on vehicles; regulations on the purpose of using data as well as the construction, management, ensuring information security and safety, protecting personal data...

However, the female delegate from Lang Son province is concerned that there are still gaps regarding the principles of using images in the passenger compartment - a type of sensitive data directly related to the privacy of passengers.

According to her, the draft has not clearly defined the subjects who have the right to access data, access conditions, access control mechanisms, as well as requirements to prohibit the use or sharing of data outside the scope permitted by law.

“This gap can lead to abuse, misuse or illegal sharing of image data, affecting the legitimate rights and interests of citizens,” Ms. Thai stated, and also proposed adding regulations on collecting, recording, storing, exploiting, using and sharing data.

Sharing the concerns of National Assembly delegates, General Luong Tam Quang, Minister of Public Security, affirmed that regulations related to the installation of image recording devices on passenger transport vehicles aim to ensure the safety of passengers on the vehicles.

“All relevant data will be protected according to the law, and anyone who violates will be prosecuted,” the Minister of Public Security emphasized. According to him, the draft stipulates the installation of image recording devices in the passenger compartment, which means the public compartment, not the private compartment.

General Luong Tam Quang added that in countries around the world, this type of vehicle is equipped with surveillance cameras to prevent all illegal activities.

"If approved, we will have specific regulations for each type of vehicle," the Minister said, adding that the drafting agency will carefully study and evaluate the impact of this.
