Recently, when the National Assembly Delegation of Quang Ninh province coordinated with the Ministry of Education and Training, the National Assembly's Committee on Culture and Society to work with the People's Committee of Quang Ninh province oneducational management when implementing organizational arrangements and apparatus to contribute to the completion of the Law on Teachers in the province, Minister of Education and Training Nguyen Kim Son gave notes on teaching 2 sessions/day and extra teaching.

Minister of Education and Training Nguyen Kim Son affirmed that when restructuring administrative units, ensuring the normal operation of educational institutions should be the top priority, and not mechanically merging educational institutions when changing administrative units. “After stabilizing the apparatus and thoroughly evaluating all aspects, then review the restructuring if necessary. The Ministry will provide specific guidance on this matter,” said Mr. Son.
Regarding state management in the field of education, the Minister noted that there needs to be a division of responsibilities between the department and commune levels, but not rigidly.
Regarding the policy of organizing the second session, the Minister of Education and Training affirmed that the format of the second session is very open. However, the implementation principle is that only one session is needed to implement the main curriculum and is only allowed to be implemented in one session, this is the responsibility of the entire education sector. The second session will depend on the conditions of each locality.
Setting a requirement that the second class session not be "distorted", the Minister of Education and Training said that in order for schools to be orderly and teaching to be healthy, it is necessary to prevent forcing students to take extra classes in any form.
“We must aim for an active, engaging, and persuasive education, not a coercive one. The responsibility of the education sector is to fully convey the content of subjects in regular school hours.
Extra classes may increase students' academic performance, but they do not bring much value in developing students. Replace extra classes with other activities to free students from the "shackles" of academic performance and unreasonable expectations. This is a true liberation from within, so it requires perseverance, but no matter how difficult it is, it must be done," the Minister emphasized.
