Attending the meeting were representatives of functional units under the Ministry of Industry and Trade including: Electricity Department, Department of Innovation, Green Transformation and Industrial Promotion, Department of Industrial Safety Techniques and Environment; Department of Oil, Gas and Coal; Ministry Office; National Electricity System and Market Operation Company Limited (NSMO); and leaders of the following corporations: Vietnam Electricity (EVN), Vietnam National Energy and Industry (PVN), Vietnam Coal and Mineral Industries Group (TKV).
Ensure adequate power supply
Reporting at the meeting, Mr. Nguyen Duc Ninh, General Director of NSMO, said that the estimated cumulative load by the end of April 2025, the total electricity output produced and imported into the national power system is estimated to reach about 98.7 billion kWh. The power system has encountered a number of situations affecting the ability to ensure power supply. However, power supply in the first 4 months of the year is still guaranteed.
To ensure safe and continuous power supply during the April 30 - May 1 holidays to serve recreational activities, important political and social events of the country, and at the same time ensure stable power supply during the dry months of 2025 to meet the needs of socio-economic development and people's daily life, NSMO has developed many different calculation scenarios.

This includes taking into account the extreme scenario to assess the ability to ensure electricity supply, the favorable scenario to assess fuel demand in case of low demand and the scenario of adjusting the mobilization of Son La hydropower plant to increase flood prevention capacity, improving safety during the construction of Hoa Binh hydropower expansion. Regarding the overall electricity supply situation, the national and three-regional power systems will ensure sufficient electricity supply during the dry season months and the whole year of 2025.
Also at the meeting, representatives of the units reported on the production situation serving the supply of electricity, coal, and gas for power production and proposed coordination plans to ensure stable power supply in 2025, especially during the April 30 - May 1 holidays and peak hot months.
Meet the needs of economic development and people's lives
After listening to the report and suggestions at the meeting, Minister Nguyen Hong Dien acknowledged the efforts of the units in ensuring stable and safe electricity supply to serve production, business and people's lives in the first months of 2025.
In the context of the whole country striving to achieve a GDP growth rate of 8%, creating a foundation for growth of 10% or more in the following years, the demand for electricity is forecast to increase. Moreover, in the coming days, many major events of the country will take place (first of all, activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification); along with that, this year, the weather and climate situation is forecast to continue to develop abnormally, which will pose a great challenge to ensuring electricity supply.
In the spirit of absolutely ensuring safe electricity supply for the economy, especially during the dry months and important national holidays, Minister of Industry and Trade Nguyen Hong Dien requested corporations, national energy corporations and related units to seriously implement the directions of the Government and the Ministry of Industry and Trade on tasks and solutions to ensure adequate electricity supply for production, business and people's lives in all situations.

Accordingly, the Minister requested that State corporations, groups and related units under the Ministry focus on thoroughly implementing strictly, drastically and effectively the contents and tasks assigned in Directive No. 01/CT-TTg dated January 3, 2025 of the Prime Minister and Directive No. 02/CT-BCT dated January 23, 2025 of the Minister of Industry and Trade on ensuring electricity supply during peak periods in 2025 and the period 2026 - 2030; Official Dispatch No. 1822/CD-BCT dated March 15, 2025 on ensuring safe and stable operation of power plants in the coming time.
As well as the instructions of the Minister of Industry and Trade in the Decisions approving the Plan for electricity supply and operation of the national power system, the Coal supply chart, the Gas supply plan for electricity production in 2025 and in other related directive documents.
Corporations, general companies and investors of power plants must strengthen close coordination with NSMO in calculating, updating and announcing the demand for electricity mobilization to ensure close adherence to reality and enough time for investors of power plants to prepare enough fuel sources to serve power generation. At the same time, units must proactively and strictly implement the coal reserve to be ready for power generation.
The Minister also requested all relevant units to make specific plans and assign shifts on duty during holidays and peak hot weather to be ready to handle incidents (if any).
Also at the meeting, Minister Nguyen Hong Dien assigned specific tasks to corporations, general companies and power plant investors (including: Vietnam Electricity Group, Vietnam National Coal - Mineral Industries Group, Vietnam National Energy Industry Group); functional units under the Ministry (including: Electricity Department; Oil, Gas and Coal Department; Department of Innovation, Green Transformation and Industrial Promotion, Department of Industrial Safety Techniques and Environment) to seriously and drastically implement solutions to ensure stable electricity supply during the dry months of 2025, in order to meet the needs of economic development and people's daily life, contributing to the successful implementation of socio-economic development goals and tasks in 2025 and the following years. |
