Minister Nguyen Kim Son said that in the process of drafting the laws, he had reviewed the three draft laws, which were submitted to the National Assembly for comments and amendments for approval this time, including the draft Law on Education (amended); the draft Law on Higher Education (amended); and the draft Law on Vocational Education (amended).
The Ministry of Education only manages general principles within its scope of management.
In which, the Law on Education has the fundamental nature, with the most general standards, while other laws regulate according to blocks and levels, so they have specific and different characteristics. For example, a teacher in a vocational education institution is different from a teacher in a general education institution or university, but still within the compatible whole.
Spending a lot of time discussing specialized training fields such as health sciences , Mr. Son affirmed that training is still taking place normally.
With the proposal to make the degree an official form of training in law, the minister affirmed that the Law on Higher Education does not interfere with the management and training of medical specialties, but only stipulates general principles for university and master's level training in all sectors and fields within the scope of state management assigned to the Ministry of Education.
Specialist training programs are postgraduate training in capacity and skills under the management of the Ministry of Health. Including professional content, capacity standards, clinical practice conditions, training programs to grant degrees in the national system for masters.
Specialized training such as level 1 and level 2 specialists is still conducted by the Ministry of Health as before.
"The Ministry of Education does not interfere in the training of this specialist doctor. The revised draft Law on Higher Education has included the following content: Intensive training programs in the field of health sciences, granting residency and specialist degrees are managed by the Ministry of Health.
This means that the Ministry of Education does not embrace and has never had the idea of bringing the schools of the Ministry of Health under its control, to train resident doctors, and currently specialized training is still regulated by the Ministry of Health" - Minister Son affirmed.
The teaching mission is glorious but also full of challenges.
According to Mr. Son, the content of normal training programs in the medical field is also drafted and managed by the Department of Science, Technology and Training of the Ministry of Health in terms of training program standards.
Therefore, the Minister believes that it is necessary to clearly distinguish between state management of education and professional management. Specifically, the Ministry of Education manages the state through legal documents, guidelines and standards. This management does not conflict with the specialized units that manage the specific field.
"This must be reported like this to avoid everyone following up and saying that the Ministry of Education and Training did not accept anything. We work with principles and are responsible for the principles" - Minister Son emphasized.
Finally, the commander of the education and training sector also thanked all the National Assembly delegates for their special attention to the education and training sector and the teaching staff. He affirmed that the institution is a resource and the support of the delegates is also a resource to support the development of the sector.

The glory and nobility of the profession are not born naturally and are not inherently sustainable forever or unconditionally favored, but can only be achieved through the efforts of teachers and we are willing to do our best to not disappoint the affection of the Party, the State, the people and parents" - the Minister expressed.
Need for official recognition of diplomas in training of specialists and residents
Previously, commenting on the training of medical specialists, saying that there are currently no regulations on the confirmation and recognition of training of medical specialists level 1, level 2 and resident doctors, delegate Huynh Thi Phuc (HCMC) suggested that the draft Law on Higher Education should officially recognize the degrees of medical specialists level 1, level 2 and resident doctors in the university education system.
In addition, the residency training program is a specialized postgraduate training program in the health sector, which will be implemented by qualified medical universities. It is recommended that the government has a policy of exempting tuition fees for students studying the residency program along with salary, allowances, and recruitment policies.
At the same time, it is necessary to stipulate the assignment of authority to appraise and approve training programs for health sectors to the Ministry of Health to ensure the depth, specialization and quality of training.
