Minister Nguyen Kim Son: Wishing every school to be a happy school

According to Minister Nguyen Kim Son, school violence is becoming more complicated, especially in the online environment, with online bullying on the rise.

On the morning of June 20, continuing the program of the 9th Session, the National Assembly questioned Minister of Education and Training Nguyen Kim Son on the field of education and training. What solutions to eliminate school violence is the content that National Assembly deputies are interested in.

"Painful " about no more school violence

Delegate Nguyen Minh Tam (Quang Binh Delegation) questioned: "Although the Ministry of Education and Training has had many solutions to deal with the problem of school violence in the context of many challenges when the online environment develops, when is it expected that school violence will end?"

Sharing the concerns of delegate Nguyen Minh Tam (Quang Binh delegation) about school violence and the need to eradicate school violence, Minister Nguyen Kim Son commented that this is a very humane will.

“We, the educators, are more concerned than anyone else about no more school violence and that every school is a happy school,” the Minister said.

However, the Minister shared that schools are an inseparable part of society, the walls surrounding schools are becoming increasingly fragile, the distance between inside and outside the school is gradually being erased by the internet, social networks and modern media. Therefore, the problem of social violence, especially in modern society, is becoming more complicated.

However, the Minister admitted that it is difficult to eliminate violence in social life, we must face its reality; by all means, all measures to minimize and control this problem as much as possible.

The Minister informed that according to statistics and investigations by the Ministry of Education and Training, up to 70% of students who commit acts of violence against others are due to their families having special circumstances, or their parents being divorced, or witnessing domestic violence, or being subjected to domestic violence themselves. That affects their psychological life, attitudes, and perspectives. Therefore, according to the Minister, a very important part that determines the morality, personality, attitude, and behavior of students comes from the family and the example of adults.

As for schools, the Minister said that in terms of control, psychological support, strengthening moral education, "teaching people" and positive educational activities to limit students from falling into violent behavior need to be given maximum attention.

School violence in cyberspace is on the rise

Delegate Nang Xo Vi (Kon Tum delegation) stated that school violence is still a worrying challenge in the education sector. The form is gradually shifting from physical violence to mental violence, especially in cyberspace.

In mountainous areas and ethnic minority areas, this problem is even more worrying when students lack self-protection skills and teachers hold multiple roles. Schools also lack school psychology experts. Coordination between families and schools is still difficult. How does the Minister assess this situation? What is the roadmap for building healthy and humane schools?", the delegate asked.

Regarding this issue, Minister Nguyen Kim Son said that, to be fair, in schools in remote areas, the learning problem is not as complicated as in schools in urban areas. However, he acknowledged the reality that cyber violence is becoming more and more complicated in its extent and nature.

“Among the current school violence cases, statistics show that 20-25% of school violence is in cyberspace. Online bullying tends to increase and become more complex. Therefore, we need to focus more on online bullying in cyberspace,” said the Minister.

In response, delegate Ta Thi Yen (Dien Bien delegation) raised the issue that school violence is a complex issue with many sophisticated forms such as isolation, insults, and defamation on social networks, causing great psychological damage to students. However, to solve the problem at its root, not only technological measures or online behavior management are needed, but also policies and methods from schools, especially non-public schools, to deal with incidents in implementation.

According to the delegate, while the Party has a clear policy on developing the private economy, including the education sector, private schools, especially middle and high schools, are under pressure from tuition fees and competition for image, and many places have shown signs of avoiding and not strictly handling acts of school violence, including violence online and at school.

The delegate asked if the ministry has any specific solutions to increase responsibility and sanctions for non-public educational institutions in ensuring school safety both in reality and in cyberspace. Is it possible to consider issuing a set of mandatory criteria on school safety applicable to both public and private schools, along with an independent inspection and examination mechanism to effectively protect students' right to safe learning?
