On the morning of November 6, the National Assembly began a question-and-answer session with members of the Government and heads of sectors on thematic supervision in the fields of planning and investment, finance, and banking.
National Assembly Delegate Huynh Thi Phuc - Deputy Head of the National Assembly Delegation of Ba Ria - Vung Tau province, Member of the National Assembly's Social Committee - asked about the purchase of compulsory civil liability insurance for motorbikes.
According to her, voters have repeatedly reported that the purchase of compulsory insurance and civil liability for cars and motorbikes has not brought practical benefits because the compensation procedures are too difficult and extremely complicated. The purchase of this type of insurance is mainly to avoid being fined by authorities when driving vehicles on the road.
Delegates asked the Minister of Finance to say what solutions there will be to ensure that compulsory civil liability insurance for cars and motorbikes truly brings into play its meaning and purpose of protecting the rights and interests of the people?
Responding to questions, Minister of Finance Ho Duc Phoc said that motor vehicle insurance is regulated in the Road Traffic Law and the Insurance Law, this is a form of compulsory insurance.
Recently, motorbike accidents accounted for 64%, from 2021 to September 2023, insurance companies paid accident victims a huge amount of money, up to 2,300 billion VND.
"That shows that the Law on Insurance Business and the Law on Road Traffic have protected motorbike drivers," said Minister Ho Duc Phoc.
According to Mr. Phuc, most motorbike users do not have high incomes. When life is affected, the maximum insurance payment is 150 million, and if the vehicle is damaged, the maximum payment is 50 million.
He said that to facilitate payment, Decree 67 stipulates that within 3 days, insurance companies must pay to people who have accidents.
If life is affected, then a police report and documents are needed. If life is not affected, then only photo documentation and electronic records are needed to complete the necessary procedures to receive insurance.
Previously, in a discussion on the sidelines of the National Assembly with Lao Dong Newspaper, National Assembly delegate Pham Van Hoa (Dong Thap delegation) - Member of the National Assembly's Law Committee - said that the purchase of civil liability insurance for motorbikes should be voluntary and not mandatory. "That's fair" - Mr. Hoa said and said that it should only be mandatory to purchase insurance in the mandatory list.
The delegate of Dong Thap delegation said that through contact with voters, many motorbike owners reacted and reflected on many issues related to the regulation requiring the purchase of civil liability insurance.
“The amount of money spent to buy civil liability insurance for motorbikes is only a few tens of thousands of dong, not much, but for millions of motorbikes, it is a lot of money.
I suggest that the mandatory purchase of civil liability insurance for motorbikes should be removed, because this is very formal and only benefits the insurance agency, while people find the procedures to receive insurance are often very cumbersome and complicated" - delegate Pham Van Hoa expressed his opinion.
