Speaking at the National Conference to disseminate and implement Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW on private economic development, General Secretary To Lam mentioned the concept of the "four pillars" including: Resolution 57 of the Politburo on promoting science, technology and innovation; Resolution 59 on proactively integrating deeply into the international community; Resolution 66 on innovation in law-making and enforcement; Resolution 68 on private economic development. As the General Secretary said, the above four resolutions are the "four pillars" that help the country take off.

The guiding viewpoint of Resolution 57 determines: People and businesses are the center, the subject, the main resource and driving force of science , technology, innovation and national digital transformation development.
The goals of Resolution 57 are all related to businesses. Specifically: By 2030, there will be at least 5 digital technology businesses on par with advanced countries.

As for Resolution 68, the entire resolution aims at: The private economy is one of the most important driving forces of the national economy; is a pioneering force in developing science and technology, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution No. 57-NQ/TW and other policies and guidelines of the Party.
Positioning the central role of Vietnamese private enterprises
Without denying the important role of other economic sectors such as state-owned enterprises and FDI enterprises, the above four resolutions have a major change in the perception of the role of Vietnam's private economy.
According to Resolution 68, the private economic sector currently has more than 940 thousand enterprises and more than 5 million business households in operation, contributing about 50% of GDP, more than 30% of total state budget revenue and employing about 82% of the total workforce. This is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction and stabilizing social life.
However, the private economy still faces many barriers that hinder its development. The main reasons are: The thinking and awareness of the position and role of the private economy in the economy are still inadequate, not keeping up with development requirements; institutions and laws are still entangled and inadequate.
Resolution 68's goal: By 2030, the private economy will be one of the most important driving forces of the national economy; and strive to have 2 million businesses operating in the economy, an average of 20 businesses operating per 1,000 people.
To achieve this goal, it is necessary to effectively implement the "four pillars", which are also four breakthroughs for Vietnamese enterprises to truly "take off".

Speaking to reporters of the Industry and Trade Newspaper, Mr. Nguyen Tien Quang, Director of VCCI Central Highlands, commented: “With the ‘four pillars’, in which enterprises and entrepreneurs are mentioned prominently, focused on and directed towards enterprises and entrepreneurs. This further affirms the increasingly important role and position of enterprises and entrepreneurs in the new era: the era of prosperity of the nation and the country” .
According to Mr. Nguyen Tien Quang, never before has the business community in our country faced so many challenges and opportunities as it does today. And with the “four pillars”, the strategic decisions issued by the Party and the State have created new opportunities for businesses and entrepreneurs nationwide in general, and the Central and Central Highlands regions in particular. Businesses and entrepreneurs need to promote their “heart and vision” to overcome difficulties and challenges, achieve achievements, and contribute to the country’s development.
