Ministry of Construction: The whole industry joins in responding to floods and storm Kalmaegi

(Chinhphu.vn) - The Ministry of Construction has just issued an official dispatch requesting its affiliated units and local Departments of Construction to focus on and proactively respond to heavy rain and floods in the Central region, especially responding to storm Kalmaegi (storm No. 13) currently active near the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, from the afternoon of November 4, the eastern sea area in the central East Sea will have winds gradually increasing to level 6-7, then increasing to level 8-9; the area near the storm center will have strong winds of level 10-12, gusting to level 14-15, with waves 5-7m high.

On November 5-6, the area between the East Sea (including Truong Sa archipelago) and offshore waters from Da Nang to Khanh Hoa may be affected by strong winds of level 12-14, gusts above level 17, waves 8-10m high, and rough seas.

All ships and structures operating in the danger zone are susceptible to strong impacts from storms, whirlwinds, strong winds and high waves.

To proactively respond to storm Kalmaegi (storm No. 13) and implement the Prime Minister's Official Dispatch No. 206/CD-TTg dated November 2, 2025 on focusing on quickly overcoming the consequences of floods in the Central region, the Ministry of Construction requests agencies and units based on their assigned functions and tasks to continue to direct, guide and support localities to quickly overcome landslides and traffic intersections, ensuring smooth traffic, especially on key traffic axes and routes serving rescue and relief work.

Agencies and units must be ready to immediately deploy measures to respond to storm Kalmaegi with the most drastic spirit, proactively from early on, from afar, to ensure the safety of people's lives, limit damage to property of the People and the State, and absolutely not be passive or surprised in any situation.

For maritime transport activities from Quang Ninh to Khanh Hoa , the Ministry of Construction requested the Vietnam Maritime and Waterways Administration to direct maritime port authorities and inland waterway port authorities to continuously monitor the developments and movement of the storm to notify and guide ships when granting permission to leave port.

Count and strictly manage going to sea

Units must closely monitor and manage sailings, maintain regular contact with all vessels operating in the storm-affected area, including transport vessels and tourist vessels, to promptly handle bad situations; at the same time, check and guide anchoring at ports, especially in areas around the islands.

Quang Ngai Maritime Port Authority presided over and coordinated with the ship owner Star Bueno and relevant units to urgently grasp the situation, assess the current status, and deploy measures to ensure maritime safety and security and prevent environmental pollution.

Vietnam Maritime Search and Rescue Coordination Center prepares forces and vehicles to participate in rescue when ordered.

Airlines and aviation service companies need to closely monitor weather developments in areas affected by the storm to adjust or change flight schedules accordingly, ensuring absolute safety for flight operations.

Vietnam Maritime Electronic Information Company Limited directs the Coastal Information Station system to regularly monitor, update and promptly notify the location, direction of movement and developments of storms so that captains and ships operating at sea can proactively avoid or not move into dangerous areas.

The forces participating in the recovery must ensure absolute safety for people and vehicles; arrange forces to stand guard and direct traffic at deep, fast-flowing flooded areas, especially at culverts, spillways, ferry terminals, pontoon bridges, and ferries; install buoys, barriers, and signals at landslides, broken, or deeply flooded road sections; and resolutely not allow people and vehicles to pass through until safety is ensured.

Units need to proactively support and coordinate with the Department of Construction of localities where national highways are congested to quickly resolve the problem and ensure traffic flow, especially in arranging vehicles, equipment, and materials to help overcome landslides, creating conditions for transporting relief goods and people's travel when requested.

The Vietnam Maritime and Waterways Administration directs the work of ensuring safety for means of transport operating at sea and on rivers; guides ships to stay away from dangerous areas, move to safe shelters, and prepare forces and means for search and rescue when ordered.

Units managing and maintaining waterways need to develop flood response plans on rivers, regularly inspect and review, and not allow watercraft to anchor near river crossing works; promptly notify authorities for handling and ensuring safety of works.

For local Departments of Construction in areas affected by floods, it is necessary to closely coordinate with local levels and sectors, Road Management Areas and management and repair units to proactively handle incidents, divert traffic, and ensure safety on roads and waterways under their management.

At the same time, coordinate with the road and railway sectors in arranging vehicles, equipment and materials to quickly repair landslide-affected routes, serving the transportation of relief goods and people's travel.

The Ministry of Construction requires agencies and units to organize 24/7 duty and promptly report to the Ministry of Construction's Civil Defense Command any unexpected or arising issues for synthesis and timely handling.
