To implement this direction, Minister of Construction Tran Hong Minh signed a decision to establish 5 working groups and assigned specific areas to each group. The working groups are responsible for working with localities to inspect and remove difficulties and obstacles within the scope of state management of the Ministry of Construction in the development and management of social housing; urging and promoting the implementation of social housing development targets assigned by the Prime Minister. The implementation period starts from September 29 to October 3.
The Department of Housing and Real Estate Market Management builds a working plan for the working group with localities to prepare the content. Working group No. 1 led by Deputy Minister Nguyen Van Sinh will inspect 5 localities including: Hanoi , Hai Phong, Hung Yen, Ninh Binh and Bac Ninh.
At the same time, working group No. 2 led by Deputy Minister Pham Minh Ha will inspect Vinh Long and Dong Thap provinces; Deputy Minister Nguyen Tuong Van will lead the working group to inspect Thanh Hoa, Ha Tinh and Quang Tri provinces; Working group No. 4 led by Director of the Department of Housing and Real Estate Market Management Tong Thi Hanh will inspect Tay Ninh and Lam Dong provinces; Deputy Minister Nguyen Viet Hung will lead working group No. 5 to inspect Khanh Hoa, Quang Ngai, Dak Lak and Gia Lai provinces.
At the same time, the Department of Housing and Real Estate Market Management also requested the Department of Construction of localities to report on the results of social housing development with a number of specific content requirements. That is, the implementation of the assigned tasks in Resolution No. 201/2025/QH15 Piloting a number of specific mechanisms and policies for social housing development and the Housing Law according to tasks and authority.
Some contents that need detailed statistics include: regulations on cases where people own houses but are far from their workplaces and are entitled to social housing support policies; promulgation of mechanisms for implementing social housing investment projects within the locality; reporting on the implementation results of the Project to invest in building at least 1 million social housing units for low-income people and industrial park workers in the period 2021-2030.
Regarding the results of the Project implementation, the Ministry of Construction requested localities to collect reports on the direction and administration of the Provincial Party Committee, People's Council, and Provincial People's Committee on housing development; the issuance of regulations under the authority of guiding documents related to the field of social housing management and development before and after the administrative unit arrangement (support mechanism, inclusion of social housing development targets in the content of the Resolution of the Party Congress for the 2025-2030 term and the system of local socio-economic development targets).
Along with that is the resolution of difficulties and obstacles within the authority related to the field of management and development of social housing. In particular, focusing on clarifying the reform of administrative procedures, cutting or shortening the time to carry out administrative procedures on investment and construction of social housing; results of handling difficulties and obstacles for social housing projects, commercial housing projects with land area reserved for construction of social housing projects; number of projects that have been resolved...
Regarding the development of social housing, the Ministry of Construction requires localities to synthesize the results of planning implementation, land allocation for investment in social housing construction; the implementation of regulations on reserving 20% of land for social housing in housing projects and urban areas in the area. The results of social housing development in 2025 need to clarify and specify the number of projects and apartments that have been completed and qualified for sale; the number of projects that have started construction and are under construction; the number of projects that have been assigned to investors, approved for investment policies and assigned to investors according to the provisions of Resolution No. 201/2025/QH15; the number of projects and locations of land reserved for investment in social housing construction that have been publicly announced.
