Regarding the case of "prohibiting the use of special mines for illegal sand mining", on September 14, a leader of the Dak Lak Provincial People's Committee said that he had requested the relevant agencies to inspect and handle the proposal of the Krong Bong District People's Committee and 484 Joint Stock Company.

Weighing stations are required to quantify sand exploitation.

The Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant departments, branches and units to study and review the contents of recommendations from localities and enterprises to guide the settlement within their authority. For issues beyond their authority, advise the Provincial People's Committee to handle and resolve them according to regulations.

Accordingly, regarding the installation of the weighing station, Joint Stock Company 484 is based on legal regulations to implement, the Provincial People's Committee does not have the authority to permit implementation. However, according to Point c, Clause 1, Article 10 of Decree No. 23 of the Government, it is required that mineral mining enterprises (sand) must install weighing stations and cameras to monitor the volume of purchases and sales at the wharf.

In addition, regarding this content, the Department of Natural Resources and Environment and the Provincial People's Committee have issued many documents directing and requesting mineral exploitation units in the province to comply with regulations.

Recently, on August 20, the Provincial People's Committee continued to issue an official dispatch on the installation and operation of weighing stations and surveillance cameras at mineral mines in the province.

In particular, 100% of vehicles transporting raw minerals must pass through a weighing station to monitor and count actual mineral output according to regulations.

Enterprises calculate the actual staging area, must comply with regulations.

Regarding the proposal to convert fishing boats into rafts of Joint Stock Company 484, the Department of Natural Resources and Environment of Dak Lak requested the enterprise to comply with the provisions at Point b, Clause 2, Article 9 of Decree No. 23 dated February 24, 2020 of the Government.

In addition, the Department also requested that Joint Stock Company 484 further study the provisions of the Law on Waterway Traffic on means and operating conditions of waterway vehicles to have a plan for arrangement and use in accordance with regulations.

Regarding the proposal for a sand gathering site, the Department of Natural Resources and Environment said that confirmation No. 3782 dated May 4, 2024 of the Dak Lak Provincial People's Committee only confirmed the boundary and coordinates of the mining area, not the boundary and location of the sand gathering site.

Accordingly, the location and area of ​​sand gathering are only shown in the exploitation plan and environmental protection commitment calculated, surveyed and determined by 484 Joint Stock Company, the consulting unit.

During the process of surveying and determining the location of sand gathering for use when entering exploitation, the unit must calculate and study feasibility and must ensure compliance with legal regulations on minerals, environment, land and other relevant legal regulations.

From there, the Department of Natural Resources and Environment requests that Joint Stock Company 484 implement the above contents according to regulations; adjust and supplement the exploitation registration dossier.

Enterprises must report and propose to the People's Committee of Dak Lak province to adjust related contents and complete all procedures before resuming mining activities.
