Smuggling is on the rise with the value of infringing goods increasing sharply.

(CPV) - In November 2024, the situation of smuggling, trade fraud and illegal transportation of goods across the border continued to be complicated. Although the number of violations decreased by 19.01% compared to the same period in 2023, the value of infringing goods increased dramatically by 140.3%. This shows that smugglers are increasing their activities on a larger scale and with more sophisticated tricks, especially in the context of the end of the year when consumer demand increases.

According to the latest report of the General Department of Customs, the number of administrative violations also increased significantly, leading to a sharp increase in state budget revenue from handling violations with 1,084 cases, an increase of 242% over the same period last year. The sea route is a hot spot, accounting for 55.1% of the total number of violations, an increase of 705.26% over the previous year. Meanwhile, the number of violations on the road route decreased by 70.02% and on the air, express delivery and postal routes decreased by 37.7%. Notably, the number of cases with signs of criminality and transferred for prosecution decreased sharply, with 53 cases, a decrease of 76.8% over the same period last year. However, in industrial parks and areas outside border gates, the situation of using tax-exempt goods for the wrong purpose to evade taxes is still complicated.

Border routes continue to be hot spots for smuggling activities. At the Vietnam-Laos border, smuggling of firecrackers and white sugar still occurs. The Vietnam-China and Vietnam-Cambodia borders have recorded illegal transportation of goods without invoices or documents, mainly frozen foods, consumer goods, cigarettes and tobacco leaves. In particular, the southwestern border, especially at the border gates of An Giang province, has shown signs of increasing illegal transportation of goods, currency and gold across the border.

In the first 11 months of 2024, the customs sector detected, arrested and handled 16,390 cases of customs law violations with a total estimated value of violated goods of VND 29,273 billion. The customs agency prosecuted 24 cases, transferred 157 cases to other agencies for prosecution, and collected VND 901.58 billion to the state budget. These figures show the scale and complexity of smuggling and trade fraud activities this year.

In the face of the above situation, the General Department of Customs, as an advisory body to the National Steering Committee 389 and the Ministry of Finance's Steering Committee 389, has issued documents directing the entire sector to strengthen the fight against smuggling, trade fraud and counterfeit goods. At the same time, the General Department has submitted to the Ministry of Finance a draft Plan for the peak period against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025, and issued a Plan for the peak period of the General Department of Customs with drastic and effective measures to control the situation.

In addition, the state budget revenue from import-export activities in the first 11 months of 2024 reached VND 384,719 billion, equivalent to 102.6% of the estimate, up 14.8% over the same period last year. This result not only reflects the efforts of the customs sector in the fight against smuggling but also affirms the important role of import-export management in the national budget revenue. With the proposed peak plans, the customs sector is committed to continuing to implement drastic solutions, contributing to protecting national economic interests and ensuring a stable and transparent year-end market.
