The above direction was given by Deputy Prime Minister Tran Luu Quang at a meeting on the draft National Forestry Planning, which took place on the afternoon of October 20, because this is one of the important plans, having a great impact on forest management and use in particular as well as socio -economic development in general in each locality.
The Deputy Prime Minister directed localities to send written comments to three agencies: the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the Government Office , clearly stating the shortcomings, difficulties, and obstacles and proactively proposing issues related to the above-mentioned Planning in the locality.
Continuing to seek comments from localities to build a planning product of the best possible quality, avoiding the situation where after promulgation it becomes an obstacle for localities when implementing investment projects, especially projects to develop transport infrastructure, projects to provide residential land and production land for ethnic minorities.
The Draft Plan aims to ensure that the national forest coverage rate remains stable at 42%-43%; the average forestry production value added rate reaches 5.0%-5.5%/year.
The total area of forests and forestry land in the 2021-2030 period is 15,848.5 thousand hectares, of which the area of forests and forestry land planned for special-use forests accounts for 15.5%, protection forests account for 33%, and production forests account for 51.5%.

Planting production forests on average 238 thousand hectares/year; planting protection forests and special-use forests on average 8.6 thousand hectares/year. Restoring natural forests on average 22.5 thousand hectares/year; forest area with sustainable forest management certification by 2030 reaching over 1 million hectares.
The export value of wooden furniture and forestry products will reach 20 billion USD in 2025 and 25 billion USD in 2030. The domestic consumption value of wooden furniture and forestry products will reach 5 billion USD in 2025 and 6 billion USD in 2030.
Forest environmental service revenue increases by an average of 5% per year. Total forest environmental service revenue reaches 3,500 billion VND per year in the 2021-2025 period and 4,000 billion VND in the 2026-2030 period.
The Ministry of Agriculture and Rural Development estimates that the total capital demand to implement the Plan is VND 217,305 billion, of which the 2021-2025 period requires nearly VND 107,000 billion, accounting for nearly 50% of the total capital demand.
According to the provisions of the 2017 Law on Planning, the national planning system has a total of 110 plans, including 41 national-level plans, 6 regional plans and 63 provincial plans./.
