Macroeconomic stability

According to Delegate Nguyen Huu Thong, Resolution No. 43/2022/QH15 was issued and implemented in a very special context for our country, when the COVID-19 pandemic is taking place in a very complicated manner, negatively affecting people's lives, and the country's economy is facing many difficulties. The most outstanding point after 2 years of implementing Resolution 43 is the macroeconomic results achieved, including: GDP growth in 2022 reached 8.12%, the highest growth rate in the period 2011 - 2022; in 2023 reached 5.05%, which is quite high in the context of the world and the country facing many new difficulties and challenges. Maintaining macroeconomic stability, ensuring major balances of the economy, creating favorable conditions to promote economic recovery and growth, contributing significantly to the effective implementation of the Party, National Assembly, and Government's policies in preventing and fighting the COVID-19 pandemic, helping the economy overcome difficulties as well as ensuring social security. The above results are due to the correct leadership of the Party, the proactive and timely participation of the National Assembly, the drastic management of the Government, the Prime Minister, ministries, branches, localities and the active participation of the people and the business community.

Limitations that need to be removed…

In addition to the positive results, through monitoring the implementation of Resolution 43, there are still some limitations, the biggest of which is the failure to implement projects and incentive packages on time and fully, causing the set goals to not be achieved as expected. Specifically, the progress of many public investment projects is slow, not ensuring the prescribed deadline in 2022 - 2023, especially investment projects in the fields of health and information technology have progressed very slowly, so the Government has proposed and the National Assembly has allowed to extend the implementation time.
The support packages have only been disbursed at a very low rate, notably the policies that people, especially workers and the business community, are interested in and waiting for as a lifeline, but the results are very modest. For example, the policy of supporting interest rates of 2%/year through the commercial banking system has achieved a low rate (only about 3.05% of the plan); the policy of supporting rent for workers (reaching 56% of the plan), had to transfer resources to implement other policies...

“In the context of extremely difficult resources, the Government and the National Assembly have balanced and allocated resources for programs and projects to restore the economy. However, the reality is that we have not fully utilized them, and have not used them effectively, which is also considered a waste. Regarding the cause, besides the opinion of the Supervisory Delegation, the main cause is still the human factor,” emphasized delegate Thong.

Currently, the situation of pushing, avoiding, fear of mistakes, fear of responsibility of a part of cadres, civil servants, and public employees in performing public duties leads to ineffective work resolution. However, this situation is not only the cause but also the phenomenon. This phenomenon comes from two other causes: overlapping legal documents. Many regulations are infeasible and outdated, creating risks for executors and businesses. Project implementation procedures are complicated and overlapping, leading to prolonged preparation time. The capacity of civil servants to perform their duties is still limited. The overcoming of the conflicting and overlapping situation of legal regulations, the abolition of infeasible regulations, although being implemented, is still slow...

On the other hand, the situation of shirking, avoiding, fear of mistakes, and fear of responsibility of a number of cadres, civil servants, and public employees has been mentioned many times but there has been no change. Is it because we do not have a mechanism to handle and evaluate civil servants or a mechanism to protect cadres who dare to quit, dare to work, and dare to take responsibility for the common good? There have been many documents of the Party and the Government on the evaluation of cadres, civil servants, and public employees, and there has been Conclusion 14 of the Central Committee, Decree 73 of the Government on encouraging cadres to dare to work, dare to take responsibility for the common good, so what is the cause? Delegate Thong raised the issue and suggested that the National Assembly and the Government need to have a fundamental assessment, find the right cause and have truly effective solutions, including surveying and re-evaluating the implementation of Decree 73 since its promulgation to date, to see which agencies, units, and localities have applied it and brought about effectiveness, so that it can be widely replicated. If after survey and evaluation there are still problems that localities and units have not applied, there needs to be effective solutions...
