Reducing unnecessary and unreasonable paperwork; shortening the time for processing administrative procedures; and saving time and costs for organizations and individuals are key and ongoing tasks that departments, agencies, and localities are focusing on throughout the process of handling administrative procedures, aiming to improve the satisfaction of organizations and citizens.

To minimize the processing time for administrative procedures, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have directed agencies, units, and localities to focus on reviewing and evaluating administrative procedures, especially those related to production and business activities, and to propose the reduction, simplification, or abolition of cumbersome, overlapping, and cumbersome procedures; and to significantly reduce the number of forms, declarations, and documents with duplicate information based on the application of digital technology and existing databases. Along with decentralization and delegation of authority to agencies, localities, and units to minimize intermediate steps in implementation, the Provincial People's Committee annually directs a minimum reduction of 30-50% in processing time for administrative procedures, focusing on important areas such as land, construction, agriculture , transportation, health, education, and training.

In 2025, Thanh Hoa province implemented a streamlined process, shortening the processing time for 49 administrative procedures related to investment, businesses; construction and real estate; land, forestry, minerals, and employment. The processing time was reduced by 30-60% compared to before. For example, the procedure for suspending investment projects under the authority of the Provincial People's Committee or the Department of Finance issuing investment registration certificates was reduced from 5 working days to 2 working days (a 60% reduction); the procedure for granting mineral exploitation licenses was reduced from 5 working days to 2 working days (a 60% reduction); and the procedure for approving investment policies by the Provincial People's Committee was reduced from 26 working days to 13 working days (a 50% reduction). Faster processing times mean cost and time savings for citizens and businesses. This demonstrates Thanh Hoa's innovative thinking and determination to act in the context of the whole country accelerating administrative reforms to improve the quality of service to the people.

Also in 2025, six departments, including Justice, Agriculture and Environment, Industry and Trade, Interior, Finance, and Construction, were tasked with reviewing and evaluating 20 administrative procedures. However, since the implementation of the two-tiered local government model, eight administrative procedures have been amended, supplemented, or abolished by ministries and agencies. Therefore, the total number of administrative procedures under review is now 12. All 12/12 procedures have been reviewed, simplified, and had their processing times shortened, resulting in cost savings of over 80 million VND per year.

In implementing Government Resolution 66/NQ-CP dated March 26, 2025, Thanh Hoa province has completed the review of 60 out of 60 specific administrative procedures. Of these, 8 procedures were proposed for abolition, and 52 procedures were proposed for amendment or supplementation. The cost savings after simplification amounted to over 1.5 billion VND per year. The processing time was reduced from 1,375 days to 518 days, a 62.3% reduction (exceeding the target of 50%). Many cumbersome, overlapping procedures with unnecessary or unreasonable required documents have been eliminated, facilitating convenience for organizations and citizens.

Along with reducing processing time, the publication and public disclosure of administrative procedures have also been carried out promptly and in accordance with regulations by agencies, units, and localities. In 2025, the Chairman of the Provincial People's Committee issued 104 decisions announcing administrative procedures, including 94 decisions announcing the list of administrative procedures prescribed by the Central Government (comprising 239 new procedures, 674 amended and supplemented procedures, and 149 abolished procedures); and 10 decisions announcing administrative procedures prescribed by the locality (comprising 16 new procedures, 10 amended and supplemented procedures, and 17 abolished procedures). 100% of administrative procedures under the jurisdiction of provincial and commune-level agencies are updated on the National Public Service Portal and publicly displayed at the headquarters of the public administrative service centers at all levels. Forms, required documents, and processing procedures are standardized and fully published for organizations and citizens to follow.

In particular, implementing the "Innovation in the One-Stop Shop and Integrated One-Stop Shop Mechanism" project, localities and units have linked the digitization of documents and results of administrative procedures with the process of receiving and processing administrative procedures, creating a basis for the formation of live, clean, complete, and accurate data. The rate of digitized documents and results reached 99.83%. Digitized information is stored in the electronic data management warehouse of organizations and individuals on the province's Administrative Procedure Information System and is synchronized with the National Public Service Portal. To facilitate citizens and businesses in carrying out administrative procedures, the Chairman of the Provincial People's Committee issued a decision approving the list of 2,195 administrative procedures that can be implemented regardless of administrative boundaries. 100% of internal procedures for handling administrative matters under the authority of all levels are implemented electronically by the Provincial Public Administrative Service Center, and complete electronic eForms have been developed to facilitate citizens in submitting online applications quickly and transparently.

Reviewing, evaluating, and streamlining administrative procedures is crucial in achieving the goal of administrative procedure reform. Therefore, heads of departments, agencies, and localities need to be decisive in directing and implementing these measures to ensure that regulations on administrative procedures become increasingly simpler and easier to implement.
