Accordingly, directing Party committees at all levels, grassroots party organizations under the District Party Committee, relevant agencies and units and People's Committees of communes and towns to organize implementation, disseminate, draft documents, and organize implementation in accordance with the situation and characteristics of the locality, agency, and unit.

At the same time, the District Party Committee issued Plan No. 264-KH/HU, dated March 25, 2025, on launching emulation to implement growth targets according to Resolution No. 25/NQ-CP, dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more; Plan No. 268-KH/HU, dated March 25, 2025, on promoting socio-economic development in 2025 with a growth target of 8% or more.

“In particular, encourage super-intensive shrimp farming households in communes and towns to implement shrimp farming models in 2 and 3 stages, ensuring re-cropping from 2.5 crops/year in 2024 to 3 crops/year in 2025. At the same time, expand and develop shrimp farming models suitable for each ecological region to apply new science and technology and apply international certification standards. In particular, priority is given to developing super-intensive shrimp farming, improved extensive shrimp farming, improved extensive farming, shrimp - rice, organic shrimp... to improve quality and efficiency. On the other hand, changing the farming stage helps shrimp access a cleaner water environment, limits pollution at the bottom, shrimp reach the head and increase the size of shrimp. In particular, the 3-phase shrimp farming model not only helps farmers manage and control the shrimp development process well but also minimizes risks, increases productivity and shrimp quality. Thereby, contributing to increasing farmers' income in the direction of sustainable development.

At the same time, the district expanded the shrimp-rice model, and at the same time propagated and mobilized people in the closed areas of Sub-region II and Sub-region III in the communes of Thanh Phu, Phu Hung, Hung My and Hoa My to carry out shrimp-rice production on 2,000 hectares (according to the plan, it is 3,499 hectares, and implemented in 2024 is 1,552.8 hectares).

In the field of industry and construction, the district is requiring investors to commit to the progress of implementation and detailed disbursement of each project; assigning specific responsibilities to each individual in charge of each project and construction. Continue to pay attention to implementing solutions to support cooperatives and small and medium enterprises. Promote promotion and communication associated with technology application and digital transformation. Promote the application of digital transformation in state budget revenue and expenditure; develop service networks and modern payment products; deploy effective credit growth solutions to promptly meet the credit capital needs of people and businesses.

Notably, since the beginning of the year, the district has established 12 new enterprises, with a total registered capital of 28 billion VND. Currently, the locality is managing 204 enterprises and the district has 3,866 operating business households.

Despite facing many difficulties due to the impact of the world economy and in the context of preparing to reorganize administrative units, the entire political system of Cai Nuoc district still took drastic and responsible actions to promptly remove difficulties, effectively exploit potentials and advantages to achieve the highest growth target, striving to bring the growth target of gross regional domestic product (GRDP) in 2025 to at least 8%./.
