Taking place on the occasion of the 80th anniversary of the founding of the United Nations (October 24, 1945 - October 24, 2025), the visit affirms the importance of the United Nations and Secretary-General Antonio Guterres personally to relations with Vietnam, as well as the role, position and international prestige of Vietnam at the United Nations and multilateral institutions.

The world situation continues to witness rapid, complex and unpredictable changes. The international security and political environment is increasingly unstable, strategic competition between major countries is increasingly fierce, negatively affecting dialogue and cooperation at the United Nations. Meanwhile, global challenges such as climate change, natural disasters, energy and food security, and epidemics continue to intertwine, posing urgent demands for the international community to strengthen coordination and collective action.

After 80 years of formation and development, facing challenges and reform requirements to adapt to the current situation, the United Nations has proven to be an irreplaceable organization, the most important multilateral mechanism in the global governance system. Most member states value the role of the United Nations and at the same time wish to increase their contributions to the United Nations to protect national interests and enhance its position.

Over the past 50 years, since Vietnam officially joined the United Nations (September 20, 1977), the cooperative relationship between Vietnam and the United Nations has developed well and effectively. The United Nations has accompanied Vietnam from the period of national reconstruction, post-war recovery to proactive international integration.

Always considering cooperation with the United Nations as a top priority in its foreign policy, Vietnam has participated increasingly proactively, positively and responsibly as a member, making substantial and extensive contributions to the main pillars of the United Nations: peace and security, development cooperation and promoting the protection of human rights.

During his term, United Nations Secretary-General Antonio Guterres actively proposed initiatives and measures to respond to global challenges, as well as improve the effectiveness of United Nations operations.

As someone with special affection for Vietnam, UN Secretary-General Antonio Guterres has always expressed his commitment to strengthening the Vietnam-UN relationship and affirmed that he considers Vietnam an important partner of the UN in all fields. Vietnam is one of the few countries that the UN Secretary-General has visited more than once in his capacity as Secretary-General, even during one term.

During this working trip, United Nations Secretary-General Antonio Guterres will take time to attend and speak at the signing ceremony of the United Nations Convention against Cybercrime.

On December 24, 2024, in New York (USA), the United Nations General Assembly adopted the United Nations Convention against Cybercrime, in which it decided that Vietnam will hold the Convention's signing ceremony in Hanoi from October 25 to 26.

This is the first time Vietnam has hosted an event to sign an international document of the United Nations, which has a large scale and influence globally, reflecting the international community's high recognition of Vietnam's efforts and commitments in promoting multilateral cooperation, promoting the role and value of the United Nations Charter and international law, actively contributing to the common work of the United Nations, and participating in solving global issues.

Welcoming the United Nations Secretary-General Antonio Guterres on an official visit and attending the signing ceremony of the United Nations Convention against Cybercrime, Vietnam continues to consistently implement its foreign policy of independence, self-reliance, diversification and multilateralization of foreign relations, proactively and actively integrating into the world comprehensively, deeply and effectively.

Having achieved many achievements in development, innovation and international integration in recent times, Vietnam affirms that the United Nations always holds an important position in foreign policy, while emphasizing continued efforts to promote the Vietnam-United Nations cooperation relationship in depth and effectiveness.

Vietnam appreciates the valuable and substantial support of the United Nations for Vietnam over the years, and at the same time wishes to continue to seek the support of the United Nations and the international community for Vietnam's socio-economic development, the process of restructuring and streamlining the apparatus to be effective and efficient, and a number of issues related to Vietnam's security and development interests, in accordance with the principles and operational orientations of the United Nations.

Taking place at a historic time when the United Nations celebrates its 80th anniversary and Vietnam celebrates its 80th National Day, the official visit of United Nations Secretary-General Antonio Guterres to Vietnam and his attendance at the signing ceremony of the United Nations Convention against Cybercrime not only carries profound symbolic significance, but also reflects the parallel development journey of the United Nations and Vietnam, sharing core values ​​and principles that have, are and will continue to shape the future.

Hosting the signing ceremony of the Convention, Vietnam continues to uphold multilateralism, international law as well as the central role of the United Nations; affirms its role as a responsible member, and strongly commits to continuing to contribute to the activities and major priorities of the United Nations and the international community, for peace, cooperation and sustainable development.
