VHO - The Command Information Center of the Traffic Police Department (Ministry of Public Security) is a level 1 management center with modern technologies, combined with artificial intelligence (AI) applications, automatically identifying traffic violations, disruptive behaviors, and recreating the routes of vehicles suspected of causing accidents.

More than 10 officers and soldiers from the Traffic Police Department, along with coordinating units, are on duty, divided into shifts, to ensure the Center operates 24/7.

Major General Do Thanh Binh, Director of the Traffic Police Department, emphasized that this is an AI camera that automatically detects and sends violation notifications within two hours. With AI cameras, traffic police do not need to go out on the streets to stop and apprehend vehicles violating many regulations; the detection of violations is done automatically, fairly, and objectively.

To ensure the Center operates effectively, Major General Do Thanh Binh stated that they are gradually improving it to obtain "accurate, complete, clean, and active" data. From there, they will connect different types of data and analyze and utilize them.

Colonel Pham Quang Huy, Deputy Director of the Traffic Police Department, said that the Command Information Center will fully meet the requirements of state management in the field of traffic, including connecting data on vehicle registration, inspection, taxes, customs, health, and data from other professional departments of the Ministry of Public Security related to people and vehicles.

In terms of scale, this will be a central hub connecting smaller centers from various localities, encompassing data from all operational equipment of the entire traffic police force.

Data from the devices, once transmitted to the central hub, will be analyzed by an AI system to identify behavior, then automatically transferred to a management file. Based on this, traffic police will quickly forward violation information to the vehicle owner via the VNeTraffic application.

For AI cameras, after recording a traffic violation, the system immediately extracts relevant images/videos. This includes: the route, time of the violation, the behavior, etc. Based on the vehicle registration database, the owner of the vehicle can be identified immediately. Currently, AI can identify approximately 20 types of violations, and more are being developed, including for both cars and motorcycles.

"From now on, the police can be considered to be patrolling in an electronic environment, with the goal of ensuring the security, safety, health, lives, and property of the people above all else," Colonel Pham Quang Huy emphasized.

In addition to monitoring traffic violations, the center also manages the entire traffic police force during patrol and control operations. Through the digital map system, it is possible to view the locations where officers are working, and to track the names, badge numbers, and phone numbers of officers working at those locations.

At the same time, the center also monitors all traffic police patrol vehicles, including information on the number of vehicles in operation, the status of traffic violations, and the specific campaigns being conducted and on which routes... From this, coordination can be made in case of emergencies that need to be resolved as quickly as possible.

Another task of the center is to assist in investigating and resolving traffic accidents, automatically detect acts that disrupt public order and security, prevent public disturbances, and identify the faces of wanted individuals.

The center's entire coordination, analysis, recording, and processing operations are fully automated, aiming for online record-keeping and fine payment, eliminating the need for violators to visit police stations.

Furthermore, through the VNeTraffic application, the Traffic Police Department considers it a communication tool between traffic police and the public. Currently, the VNeTraffic application has four main features: reading traffic safety information, allowing drivers to check upcoming routes and directions for incidents or congestion; searching for traffic violations via license plates; information about license plate auctions; and citizens can provide image information about traffic violations on various roads. From this data, the police will verify and process the cases.
