Need to speed up the progress of Hoa Ninh Industrial Park project

However, after nearly 6 months of implementation, many of the 395 households affected by the project expressed concerns about the progress of compensation, clearance and resettlement.

Progress is slow

According to the People's Committee of Ba Na commune, the project affects about 1,400 people in Hoa Trung, Trung Nghia, village 1 and village 5. Of which, Hoa Trung village alone has 149 households subject to clearance.

Mr. Nguyen Tan Anh, Head of Hoa Trung village, shared: “The project has been “suspended” for many years, making it impossible for people to repair and build houses. When it started in early 2025, people were very happy. But so far, the progress of compensation and clearance is still slow. We hope that the authorities at all levels will soon complete the procedures so that people can have a stable place to eat and live.”

Currently, the work of measuring and determining land boundaries has been basically completed. Some households have been sent compensation documents for graves, but there are still many cases that have not been counted, and the time of receiving compensation and resettlement land is unclear.

In Trung Nghia village, about 92 households were also affected by the project. Mr. Nguyen Van Minh, head of Trung Nghia village, said that his family had more than 3,000 square meters of land confiscated, including 400 square meters of residential land and the rest of agricultural land.

The census has not yet been completed and many households have not yet received their compensation documents. People are looking forward to having resettlement land soon so they can build their houses before the rainy season.

Ensuring people's rights

The Hoa Ninh Industrial Park project stretches across Trung Nghia, Hoa Trung, Village 1 and Village 5, aiming at a green and modern industrial development model, taking advantage of Lien Chieu seaport infrastructure to supply liquefied natural gas (LNG) directly to factories in the area. According to the investor's commitment, the project will be completed within 42 months from the commencement date.

It is known that since 2023, the commune government (formerly Hoa Ninh) has coordinated with the Management Board of the High-Tech Park and Da Nang Industrial Parks to build 3 resettlement areas in Dong Son village, with a total of 720 plots of land. The resettlement areas have synchronous infrastructure, located close to the DT602 route, capable of accommodating all affected households.

At the project launching ceremony, the local authorities of the commune organized the announcement of planning, announced the measurement and inventory of assets, and mobilized people to provide land records to soon complete compensation procedures and convert jobs upon resettlement.

Mr. Le Minh Tuan, Chairman of Ba Na Commune People's Committee, said that Hoa Ninh Industrial Park project is one of the driving forces for new industrial development of the city.

Regarding the progress of site clearance, Mr. Tuan informed that after transferring to the two-level government, this task was assigned to the City Land Fund Development Center to sign a contract with the investor to measure, count, prepare documents and apply compensation prices.

The files are then sent to the commune for coordination in appraisal and approval. The local government is also responsible for receiving opinions and recommendations from the people related to compensation and resettlement and forwarding them to the center for timely resolution of each specific case.

On the side of the Danang City Land Fund Development Center, the unit said that it has signed a contract with the investor of the Hoa Ninh Industrial Park project to carry out site clearance work.

The Center is coordinating with local authorities to implement steps in accordance with prescribed procedures, striving to speed up the completion of site clearance work, creating favorable conditions for the project to be soon deployed in the field.

Hoa Ninh Industrial Park project invested by Thanh Binh Phu My Joint Stock Company, was approved by the Prime Minister in Decision No. 1693/QD-TTg dated December 31, 2024; Da Nang City People's Committee approved the investor in Decision No. 398/QD-UBND dated February 11, 2025 and the Management Board of Da Nang High-Tech Park and Industrial Parks issued the Investment Registration Certificate on February 18, 2025. Accordingly, Hoa Ninh Industrial Park project has a scale of 400.02 hectares and a total investment of VND 6,204 billion, promising to become a modern, sustainable and environmentally friendly industrial park.
