More than 61,000 billion VND needed to develop seaports in Soc Trang

DNVN - The Ministry of Construction has just approved the Detailed Plan for the development of land and seaport areas in Soc Trang for the period 2021-2030, with a vision to 2050. Decision No. 590/QD-BXD was signed by Deputy Minister Nguyen Xuan Sang on May 13.

According to the planning, Soc Trang seaport includes the following wharf areas: Ke Sach, Dai Ngai, Tran De and buoy wharves, anchorage areas, transshipment areas, storm shelters.

Perspective of Tran De seaport - Soc Trang.

The goal by 2030 is to receive from 30.7 million tons to 41.2 million tons of cargo, of which container cargo is from 0.97 million TEU to 1.36 million TEU. Passengers are from 522.1 thousand to 566.3 thousand passengers. Regarding infrastructure, the seaport system has 6 ports with 16 to 18 wharves, total length from 2,693m to 3,493m.

Vision to 2050, goods growth average 5.5%/year to 6.1%/year, passengers increase 1.1%/year to 1.25%/year.

The capital investment demand for the seaport system by 2030 is about 61,513 billion VND, including investment capital for public maritime infrastructure of about 19,607 billion VND and investment capital for ports of about 41,906 billion VND.

Priority investment projects include public maritime infrastructure and seaports. Investment in the construction of public infrastructure for offshore ports in Tran De such as shipping channels, breakwaters, and sea bridges; investment in infrastructure serving maritime safety such as anchorage areas, storm shelters, coastal information stations, maritime traffic monitoring and coordination systems, etc.

Investing in ports to serve Long Phu I Thermal Power Plant, calling for investment in ports in the offshore port area of ​​Tran De estuary.

According to the planning of the Ministry of Construction, there will be 6 groups of solutions to implement the planning, which are: the group of solutions on mechanisms and policies will encourage investment in common service ports in industrial parks and industrial clusters to improve the efficiency of sustainable port investment; strengthen state management in planning implementation, ensuring synchronous coordination in development; training and education to provide maritime services at new ports.

Regarding attracting and mobilizing investment capital, we will diversify domestic and foreign resources to participate in investing in developing seaport infrastructure according to the planning; decentralize and delegate authority to mobilize resources; exploit resources from land funds; and source revenue from leasing and exploiting port infrastructure invested from the budget.

Encourage and facilitate organizations and enterprises of all economic sectors to participate in investing in the development and exploitation of seaports; continue to promote the socialization of investment in the development of seaport infrastructure. Enhance the role of enterprises in sharing the responsibility for investing in and maintaining public infrastructure at seaports.

To develop human resources, science and technology, and the environment, investors will be encouraged to apply science and technology, modern engineering, digital technology, and digital transformation in the construction, management, and exploitation of seaports; promote the conversion of vehicles and equipment using electricity, green energy, etc. to meet the criteria of green ports and smart ports; develop investment incentive mechanisms for green port and smart seaport enterprises, etc.

Train and attract high-quality human resources, especially in the management and exploitation of seaport infrastructure; promote domestic and foreign investment through preferential policies, creating favorable conditions for investment and business activities; strengthen cooperation with international partners and organizations to develop human resources, protect the environment, prevent natural disasters and adapt to climate change.
