Da Nang implements Resolution 57 with the spirit of '5 clear'

5 groups of recommendations and proposals from experts and scientists

On the afternoon of May 20, nearly 350 experts and scientists attended a scientific seminar to contribute ideas to Da Nang City to concretize the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology (S&T) development, innovation (I&T) and national digital transformation; at the same time, propose tasks and solutions to develop high-quality human resources to meet the requirements of the city's development in the new era.

Standing Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh spoke at a scientific seminar on the afternoon of May 20.

At the seminar, Professor Tran Van Tho - Waseda University (Japan), former member of the Prime Minister's Economic Advisory Group, discussed growth policies to achieve the 2045 target; Dr. Nguyen Quan - former Minister of Science and Technology, Chairman of the Vietnam Automation Association, presented solutions for scientific research, technology development, and strategic technology.

Mr. Nguyen Dinh Vinh - Standing Deputy Secretary of the Da Nang City Party Committee noted that nearly 30 presentations and opinions of professors, associate professors, experts, and scientists at the seminar focused on 5 groups of recommendations and proposals on policies and institutions; human resource development; science and technology development and digital transformation; development of innovative startup ecosystem; and education and training.

He said that to effectively implement Resolution 57-NQ/TW, Da Nang City has established a Steering Committee, a Consulting Expert Group and issued action programs and implementation plans with the spirit of "5 clear" (clear people, clear work, clear responsibility, clear time, clear results); in which, many implementation targets are set higher than the central targets.

“With the orientation of becoming a smart, modern, and sustainably developed city as required by the Politburo, Da Nang City clearly defines the goal of building a strong innovation ecosystem, attracting financial resources and high-quality human resources, creating a solid foundation for future development,” said Mr. Nguyen Dinh Vinh.

Prioritize resources for science and technology development

To achieve that goal, Mr. Nguyen Dinh Vinh emphasized that Da Nang is in great need of scientists and experts with extensive professional knowledge, strategic vision, creativity and innovation. Intellectuals and scientists must be at the forefront of researching and developing new technologies, leading the development of the city, from solving urgent problems today to creating breakthroughs in the future, especially after Da Nang merges with Quang Nam.

He suggested that the Party Committee of the City People's Committee direct the allocation of resources for investment in science and technology development, especially core technology, source technology, cutting-edge technology, microchip and semiconductor industry. Research and have policies to attract leading experts and scientists to work to exchange and support the resolution of urgent issues in urban planning, construction and development of the City.

Develop appropriate and proportionate mechanisms and policies to mobilize and encourage intellectuals and scientists to actively participate in research and share resources among research institutions. Continue to support, facilitate and receive opinions from intellectual consultants and critics, especially on socio-economic issues; consider this an important reference channel before proposing mechanisms, policies and leadership and management decisions.

At the same time, there is a periodic form of honoring collectives and individuals with outstanding achievements in science and technology and innovation activities, contributing to the socio-economic development of Da Nang city.

Mr. Nguyen Dinh Vinh suggested that intellectuals and scientists continue to promote their pioneering role in scientific research, innovation, digital transformation and startups. Proactively connect and cooperate with international organizations and universities at home and abroad to improve the quality of research and application of science and technology. Develop international cooperation projects on artificial intelligence, big data, and automation to raise Da Nang's position on the regional science map.

At the same time, experts and scientists are requested to promote their role in proposing policies and contributing ideas to the city government in key areas such as digital transformation, smart cities, and financial technology. Promote start-up initiatives in the field of high technology and smart city development.

According to Mr. Nguyen Dinh Vinh, Da Nang City needs people who dare to think, dare to do, dare to take responsibility, dare to break away from the beaten path, need projects of international stature, breakthrough and creative ideas. And most importantly, it needs a spirit of solidarity and unity from thought to action, from each individual to each organization.

“Da Nang City is always open-minded, ready to listen and accept (including opposing opinions) from professors, associate professors, experts, and scientists on proposals and advice to help the city's leaders make appropriate decisions,” Mr. Nguyen Dinh Vinh emphasized.
