A survey by the Ministry of Construction showed that housing and land transaction prices in the last quarter in localities fluctuated more than in the previous quarter, due to information about merging provinces and cities. In provinces and cities with information about new administrative agencies, prices were pushed up and transaction volume also tended to increase.
In particular, at this time, there has been a rapid increase in land prices in some localities such as Bac Giang , Phu Tho, Ninh Binh, Thai Binh, Hung Yen, Hai Phong, Dong Nai... However, this increase in price and quantity is due to speculative transactions and poses many risks to the market - the Ministry of Construction analyzed.
Faced with this situation, local authorities have warned people to be cautious with unofficial information; at the same time, they have implemented control measures and strengthened management of the real estate market in the area.
From the perspective of the state management agency in this field, the Ministry of Construction also proposed a number of key solutions in the coming time. The Government , the Ministry of Construction and related ministries and localities will focus on creating a stable legal environment, controlling and handling violations, while promoting social housing projects, low-cost housing, infrastructure development and adjusting credit policies... These measures will help the real estate market develop more sustainably and stably in the future.
Some solutions proposed by the Ministry of Construction include: ministries, branches, and central agencies continue to review and complete legal documents related to land, housing, real estate business, etc.; in which, focus on proactively resolving and guiding issues related to the arrangement of administrative units and the organization of two-level local governments to ensure smooth, uninterrupted operation.
Along with that, it is necessary to propagate, disseminate laws and organize the implementation of newly promulgated policies and laws related to the real estate market such as the 2024 Land Law, the 2023 Real Estate Business Law, the 2023 Housing Law, the 2023 Bidding Law, the 2024 Law on Credit Institutions, the 2024 Law on Urban and Rural Planning, Pilot Resolution No. 171/2024/QH15 on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights... and many documents detailing the implementation.
In addition, the effectiveness of inspection, examination and resolution of difficulties and problems by field and authority, especially in construction investment, real estate business, land use rights auction, etc., has also been enhanced.
The Ministry of Construction will continue to review and complete legal regulations on housing, social housing, real estate business, urban planning, etc., to meet the implementation of the policy of organizing two-level local government; including issuing guidelines for reviewing urban planning and evaluating urban areas after rearrangement; issuing guidelines for numbering and attaching house numbers and construction works in urban and rural areas to ensure scientific, consistent and synchronous implementation.
At the same time, the Ministry of Construction continues to direct and urge localities to review and remove difficulties and obstacles related to real estate projects. Coordinate with the Prime Minister's Steering Committee No. 751/QD-TTg dated April 11, 2025 to resolve difficulties and obstacles of pending projects.
Notably, the Ministry of Construction presided over and coordinated with relevant agencies to study and develop a National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development and guiding and urging localities to deploy and implement them.
In addition to organizing inspections, urging and guiding localities to implement and complete social housing development targets according to the Prime Minister's decision, the Ministry of Construction also presides over and coordinates with relevant ministries and branches to study and propose a pilot project on the model of "Real estate transaction center and land use rights managed by the State" to improve management efficiency and enhance the publicity and transparency of real estate transactions in the market.
Accordingly, the Ministry of Construction requested the Ministry of Agriculture and Environment to strengthen direction and guidance to remove difficulties and obstacles in determining land prices, calculating land use fees, compensating for site clearance, and changing land use purposes. Coordinate with the Prime Minister's Steering Committee 751 to resolve difficulties and obstacles in backlogged projects.
