Ups and downs of administrative reform index

On the afternoon of May 26, the People's Committee of Can Tho City held a conference to review administrative reform in the 2021-2025 period and analyze administrative reform (PAR) indicators in 2024.

In the period of 2021-2025, Can Tho's PAR indexes have made important progress. Specifically, in 2024, Can Tho ranked 22/63 provinces and cities in the PAR Index with a score of 89.13%, an increase of 2.98% and an increase of 20 ranks compared to 2023; ranked 4th in the Mekong Delta region.

However, in terms of the results of the People's Satisfaction Index (SIPAS) with state administrative agencies in 2024, Can Tho ranked 34th out of 63 provinces and cities, down 11 places compared to 2023.

The results of the city's administrative reform indexes during this period have not been stable. Previously, Can Tho was often in the top 10, but by 2023, it had dropped to 42/63, down 16 places compared to 2022.

"This shows that sectors and levels are showing signs of negligence and subjectivity in carrying out administrative reform tasks. If not promptly remedied, it will greatly affect the attractiveness of the investment and business environment in the city," the report of Can Tho City stated.

Regarding the reasons for the decline in the SIPAS Index ranking, the city said: The awareness of leaders of some departments and branches about administrative reform is not adequate, the importance is not properly assessed, leading to a lack of determination in direction and management. Communication work on administrative reform has not created a spillover effect to people and businesses.

In addition, the inspection and supervision of administrative reform by heads of agencies and organizations is still lacking in synchronization and determination, so practical and effective solutions have not been proposed and implemented. Coordination between agencies is still limited. Discipline and administrative discipline have not really met requirements. Some agencies and organizations are still lax in management...

Regarding the Provincial Governance and Public Administration Performance Index (PAPI) - conducted by the United Nations Development Program (UNDP) - in 2024, Can Tho ranked 59th out of 61 provinces and cities (2 provinces of Tien Giang and Vinh Phuc lacked data), ranked 11th out of 12 provinces and cities in the Mekong Delta region and 6 out of 6 centrally-run cities.

Meanwhile, Can Tho's Provincial Competitiveness Index (PCI) shows positive signs: In 2024, the city will rank 11th, up 3 places compared to 2023.

At the conference, many delegates focused on analyzing the results and limitations in the administrative reform indexes of Can Tho City. One of the main reasons pointed out is that many administrative procedures have not been digitized, the dossier components are still complicated, people have to do it manually, leading to the criteria for implementing administrative procedures in the online environment not meeting the requirements. The rate of online dossiers and online payments, especially on the Public Service Portal, is not high.

Deputy Director of the Department of Science and Technology of Can Tho City Nguyen Huu Thanh Binh raised the issue: State management agencies need to promote the digitization of records and documents for people, build a shared data system to reuse information and store effectively. The goal is that people only need to access once to look up all relevant documents and records, minimize the submission of paper documents, thereby shortening the time and reducing the cost of performing administrative procedures.

Referring to the institutional building work of Can Tho City, Deputy Director of the Department of Justice of Can Tho City Chau Thi Minh said that the city has included this criterion in the content of review, evaluation, and scoring in the direction and operation of heads of administrative agencies. Thanks to that, the quality of document drafting has been improved, gradually limiting the backlog of documents, with the fewest documents being concluded as illegal. In 2024, no documents will be "whistled" by the Ministry of Justice.

In the coming time, the Department of Home Affairs will coordinate with the Department of Justice to continue scoring and ranking institutional reform criteria for departments, branches and units of Can Tho City.

Concluding the conference, Permanent Vice Chairman of Can Tho City People's Committee Duong Tan Hien emphasized that, in addition to the achieved results, the administrative reform work of Can Tho City also has some limitations such as: The rate of online records and payments is not high; there is still a situation of late processing of administrative procedure records, information technology equipment and network infrastructure, and sometimes slow application, affecting the progress of handling work and administrative procedures.

In addition, human resources serving digital transformation in agencies and units are not yet guaranteed; the autonomy of public service units still has some limitations; the mechanism for allocating, managing and using funds from the state budget is still basically implemented according to input factors and payroll, not linked to the quantity and quality of products and services.

To improve the effectiveness of administrative reform in the coming time, Vice Chairman Duong Tan Hien proposed 8 main solutions and required all levels and sectors to clearly identify priority tasks, linking administrative reform with the goal of achieving and exceeding the city's socio-economic targets.

In particular, Mr. Hien emphasized the role and responsibility of leaders in directing the implementation of administrative reform. At the same time, it is necessary to strengthen inspection and examination of public services, especially surprise inspections to rectify the public service responsibilities of cadres, civil servants and public employees, and improve the spirit and attitude of serving the people.

Regarding institutional reform, the Vice Chairman of the People's Committee of Can Tho City requested to regularly review, inspect, and thoroughly handle inappropriate legal documents; innovate and improve the effectiveness of legal propaganda, dissemination, and education; focus on disseminating administrative procedures and results of handling administrative procedures to organizations and individuals in the area with many suitable and accessible forms; innovate in content, methods, and ways of organizing the monitoring of law enforcement, especially the coordination mechanism in law enforcement monitoring activities.

In particular, in order to meet the requirements of the current state apparatus consolidation and merger, the Standing Vice Chairman of Can Tho City requested agencies to promptly propose, advise on the implementation and completion of functions, tasks, powers, and organizational structure according to the direction and orientation of the Central Government, regulations of the Government and instructions of the specialized management ministry.

Focus on reviewing, implementing uniformly, synchronously and effectively the tasks and solutions on organization arrangement and streamlining, meeting the requirements and tasks of agencies and organizations in the new situation, in order to clear resource bottlenecks, fully prepare and be ready to create new opportunities for Can Tho City to enter a new era.
