In November and December 2024, many parents of 5 primary schools in Kien Thuy district, Hai Phong were confused when their children were defrauded by strangers.
According to information from the Department of Education and Training of Kien Thuy district, Nguyen Thi Hoa (born in 1991, residing in Xuan La village, Thanh Son commune, Kien Thuy district) appropriated gold earrings from students at 5 primary schools: Nui Doi Town Primary School, Huu Bang Primary School, Minh Tan Primary School, Thuy Huong Primary School, and Kien Quoc Primary School.

Also according to information from the leader of the Department ofEducation and Training of Kien Thuy district, after the Kien Thuy district police started investigating, on December 3, Kien Thuy district police received a confession from Nguyen Thi Hoa about the incident in which on the morning of December 2, 2024, Hoa drove a white Vison motorbike to Kien Quoc Primary School with the purpose of defrauding and appropriating property of female students studying at the school.
When arriving, Hoa talked to the students, claiming to be a new teacher. Today, there was an inspection team that asked the students to dress neatly, wear sandals, not wear earrings, and asked the students to remove their earrings (gold). If any student could not remove them, Hoa would help them.
The subject confessed to having committed similar acts 9 times at primary schools in Kien Thuy district and Duong Kinh district.
At 7:30 a.m. on December 24, 2024, Tan Lien Commune Police, Vinh Bao District received a report from Tan Lien Primary School that the school had discovered a strange woman stealing student property in the schoolyard. Immediately afterwards, Tan Lien Commune Police arrived at the scene and identified the subject as Hoang Thi Mui, born in 1975, permanent and current residence in Cong Hoa Ward, Quang Yen Town, Quang Ninh Province, who had committed the act of stealing property, so they made a record of the arrest of the offender in the act.

At the police station, suspect Mui confessed that at around 4:00 a.m. on December 24, 2024, he rode a motorbike from his home to Tan Lien commune, Vinh Bao district, Hai Phong city. Then, he sneaked into Tan Lien Primary School. At this time, there were many students in grades 3, 4, and 5 in the school yard. He approached 9 students and asked them if they were about to have Tet holiday... While the students were not paying attention, he reached up to stroke their hair and took off the necklaces around their necks. He took off 9 silver necklaces and put them in his shirt pocket before being discovered by a school teacher.
More seriously, at 4:30 p.m. on January 13, Thuy Nguyen City Police, Hai Phong received a report from the family of NTM, a student of Thien Huong Ward Kindergarten, Thuy Nguyen City, who was taken away by taxi by an unknown person at school. Fortunately, Thuy Nguyen City Police (Hai Phong) later found the child safe and sound on Luong Khanh Thien Street, Ngo Quyen District, Hai Phong.
Thus, in a short period of time, Hai Phong has had many incidents related to school security, with strangers entering schools to commit bad acts against children. Meanwhile, the school and teachers showed signs of subjectivity in management, allowing strangers to enter schools, causing unpredictable consequences.
Require school heads to take responsibility for student safety in schools
Immediately after the incident of a 3-year-old child at Thien Huong Kindergarten in Thuy Nguyen City being taken away by a stranger in the classroom, the Department of Education and Training of Hai Phong City issued instructions and requests to tighten security and safety at all schools.

According to the Department of Education and Training of Hai Phong City, recently, at school gates, there have been cases of strangers approaching students with acts of giving gifts, picking them up on behalf of their families; luring and enticing students to participate in activities not permitted by the authorities, schools and parents, affecting student safety, school security and order and causing outrage in society.
In order to ensure safety in educational institutions, the Department of Education and Training requires schools to coordinate with competent authorities to strictly implement instructions on ensuring school security, including the need for schools to foster and improve the sense of responsibility and professional ethics of teachers and educational managers; regularly organize propaganda and update students and parents on new forms and methods of fraud; develop many educational solutions to support students in recognizing and preventing fraudulent behaviors; enhance students' skills in guarding against strangers and protecting themselves when in danger.

Hai Phong Department of Education and Training requires schools to propagate so that parents clearly see their responsibility in caring for, educating and protecting their children.
Organize thematic activities to propagate parents to be vigilant against sophisticated tricks such as: impersonating law enforcement agencies, relatives, school boards, teachers calling to report false information, fraud...
Schools also need to tighten control and supervision when visitors come to the unit for work, ensuring that no strangers appear in the unit; establish and publicize a hotline to receive and promptly handle information related to school security, safety and school violence.
The Department of Education and Training of Hai Phong City also requires heads of educational institutions to be responsible before the law, management levels, and students' families for the safety of students in schools.
