Suspicious calls
Recently, Ms. Le Thi Thanh Ha, a resident of Bac Giang ward, who had just received her pension, continuously received many calls from an unknown number. The person on the other end of the line claimed to be a ward official and informed her that she needed to update her citizen identification number to avoid losing her social insurance benefits. If she could not come, the caller would guide her on how to operate the phone when calling another number.

Hearing the serious voice of the caller and the clear form of address, Mrs. Ha was a bit worried at first. But thinking back, she was still receiving a regular pension, so she felt something was not right. Suspecting that she had been scammed, she went to the police station to ask and was explained that this was a new scam targeting the elderly, who have little knowledge of information technology. If the elderly are reluctant to travel, the subject will lure them into providing their ID number, bank account number, password and authentication code to steal money.
Not only Ms. Ha, every day the Social Insurance agency of Bac Ninh province receives many cases of people coming to ask about similar calls. Ms. Nguyen Thu Hoai, an officer in charge of supporting participants at the Social Insurance agency of the province, said that in the past 3 months, the situation of fraudulent calls has increased sharply. On average, every day she receives about 5-6 people coming to verify, most of them are elderly people, including people who have provided almost all of their personal information but were suspicious so they stopped in time.
Mr. Nguyen Cong Phuong, Head of the Propaganda and Participant Support Department, Bac Ninh Social Insurance, also received a scam call. In the recording file that Mr. Phuong promptly recorded, the caller claimed to be an officer of the Social Security Department, asking him to go to 414, Le Loi Street to supplement his pension documents. The scammer also provided another phone number and asked him to call there to reserve a number in advance. Immediately realizing that this was a fake act, Mr. Phuong prolonged the conversation so that the subject could continue to reveal his tricks. In the next steps, the subject lured Mr. Phuong to provide his citizen identification number, account number, password and OTP code in order to take over the account.
Analyzing the false information of the caller, Mr. Phuong affirmed that the Social Insurance agency does not have a Social Security Department, and number 414, Le Loi street is the old address of the Social Insurance agency of Bac Giang city (old) and has stopped operating since 2020.
Even Social Insurance officers have become targets for such scams, so people, especially the elderly and those with limited access to technology, can easily fall into the trap if they are not vigilant. "Some of my neighbors and acquaintances have lost money, but they did not report it, partly because they were ashamed, and partly because they knew it was very difficult to get their money back," Ms. Le Thi Thanh Ha added.
Raise awareness
Recently, the Social Insurance Agency of Bac Ninh province has continuously received reports from people about impersonating agency officials to defraud and profit. The subjects often use the name of integrating health insurance cards, paying electronic pensions or updating digital social insurance applications. If the listener only provides additional citizen identification number, account, authentication code or clicks on the attached link, the property can be immediately appropriated.

In reality, these fraudulent tricks not only cause property damage but also affect the reputation of the Social Insurance agency, causing confusion and suspicion among the people. Therefore, propaganda and coordination work between the Social Insurance industry and functional agencies need to continue to be implemented regularly, synchronously and extensively.
In addition to widely warning on many information channels, the Social Insurance Agency of Bac Ninh province has proactively coordinated with the provincial police agency to verify suspicious phone numbers, and at the same time requested network operators to strengthen screening and prevent fraudulent calls.
Bac Ninh Provincial Social Insurance has also issued an urgent notice, requesting people to absolutely not follow the instructions of calls or messages claiming to be Social Insurance officers. When there is a need to update or adjust personal information, people need to go directly to the local Social Insurance agency for instructions, or do it on official service portals such as the National Public Service Portal, Vietnam Social Insurance Public Service Portal, VssID digital social insurance application or call the support hotline.
Ms. Nguyen Thi Mai Huong, Deputy Director of Bac Ninh Province Social Insurance, affirmed that the Social Insurance agency has no policy of calling people to request personal information, account numbers or authentication codes to carry out procedures to resolve social insurance and health insurance regimes.
Ms. Huong also recommends that when it is necessary to change information or procedures related to social insurance, participants can resolve directly at the social insurance agency or through the national public service portal. People also need to regularly update information from official sources, absolutely do not provide authentication codes, do not access strange links and do not share phone screens with strangers. When detecting signs of forgery, it is necessary to immediately report to the nearest police agency or Social Insurance agency.
