Private hospitals develop - Hai Phong people have more choices

The development of the private hospital system in Hai Phong is creating a healthy competitive environment, contributing to improving the quality of medical services.

Convenient and quality medical services

For the past few years, Mr. Do Trong Thanh (born in 1957, Vinh Thuan commune) has been suffering from pain due to knee osteoarthritis. He has visited several central hospitals and was advised to undergo joint replacement surgery. However, because his family is short of people and he is afraid of having to travel far, he is still hesitant.

When he learned that Hai Phong - Vinh Bao International General Hospital, about 7 km from his home, performed this technique, he decided to register for surgery. “The service at the hospital is very good, from the expertise to the service spirit of the doctors and nurses. I don’t have to go far but still enjoy modern technology, save on travel costs, and my family members will also have less trouble taking care of me,” Mr. Thanh shared.

Hai Phong - Vinh Bao International General Hospital is located in Tan Hoa village, Vinh Bao commune, considered one of the private hospitals in the "remote areas" of the city. The hospital has 18 departments and rooms with 250 beds, considered a "new wind" in the treatment and care of patients in Vinh Bao and Tien Lang districts (old).

As soon as it came into operation, the hospital invested in modern machinery, deployed many new techniques, and invited leading central doctors to perform examinations and treatments. Medical examinations and treatments using health insurance also created many conveniences for the people. Therefore, Hai Phong - Vinh Bao International General Hospital attracted people from the districts of Ninh Giang, Tu Ky (old); Quynh Phu, Thai Thuy (old Thai Binh province) ... to come for medical examinations and treatments.

In the western part of the city, Hoa Binh General Hospital was established in 2008 to help reduce the burden on the public health system. Currently, the hospital is ranked as a basic technical general hospital with 14 clinical and paraclinical departments and 6 functional rooms, 193 beds...

The deployment of many new techniques and the hospital's infrastructure system has brought many conveniences to the people. Up to now, more than 200 leading experts in the departments of surgery, obstetrics, pediatrics, endocrinology, etc. have directly examined, consulted and treated patients at Hoa Binh General Hospital.

Ms. Nguyen Thi Xuan, born in 1961, from Ninh Giang commune, who recently had her ligaments reattached at Hoa Binh General Hospital, said: “I went to the Central level for examination, but when I heard that Hoa Binh General Hospital had a doctor from Viet Duc Hospital to perform the surgery, I decided to have it done here. The care conditions are very good, and my family doesn’t have to travel far, so it’s much more convenient.”

Strive for the number of hospital beds to reach at least 15%

According to the Department of Health, the non-public health system in Hai Phong has developed rapidly in recent years. The city currently has 13 private hospitals (9 general and 4 specialized) with a total of 2,174 beds, accounting for 12.8% of the city's total bed capacity. In addition, there are 90 general clinics, more than 1,500 specialized clinics, 269 traditional medicine facilities, 151 medical service facilities and 5 emergency transport units.

However, the non-public health system still has some limitations and is unevenly distributed. Private facilities are mainly concentrated in the inner city and the eastern region, while the western region has only 2 private hospitals with more than 200 beds, equivalent to 2.5% of the total number of local hospital beds, much lower than the average of 12.8% of the whole city and lower than the required national target of 15%.

In addition, the city has not yet attracted private healthcare projects from foreign investors, leading to limitations in access to high technology and modern management models.

Organizing medical examination and treatment with health insurance on weekdays at private hospitals creates great convenience for people.

Integrated models such as medical - educational - nursing home complexes or private hospitals specializing in oncology have not yet been formed, while people's health care needs are increasing, especially in the context of an aging population.

According to Vice Chairman of the City People's Committee Nguyen Minh Hung, private healthcare contributes to diversifying the forms of providing healthcare services for the people, while creating a positive competitive environment, promoting public healthcare facilities to improve and develop. Therefore, the development of private healthcare is very necessary when the demand for healthcare for the people is increasingly high.

To promote private healthcare development, the city needs to supplement its private hospital network planning and put high-quality healthcare projects, especially in the western part of the city, on the priority list for calling for investment.

In particular, clean land funds are reserved, allowing flexible conversion of land use purposes to land for healthcare; prioritizing surplus headquarters after rearrangement for healthcare facilities, allowing the application of the form of leasing state-owned works to private healthcare facilities according to regulations.

The city also needs to study and apply policies and regimes for private medical facilities operating on a non-profit basis.

The draft Project to improve the capacity of the Hai Phong city health system according to Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo, sets the target of striving for the rate of private hospital beds to reach at least 15%, attracting at least 1 foreign investor in the high-quality health sector. The rate of non-public health human resources accounts for 20% or more of the total human resources in the whole sector.
