- In recent years, Cao Loc district has been effectively implementing vocational training for rural workers. Not only creating jobs and increasing income for people, this work also contributes significantly to promoting the construction of new rural areas in a practical and sustainable manner.
According to the introduction of the women's cadre of Gia Cat commune, Cao Loc district, we had the opportunity to meet and talk with Ms. Ha Thi Thom, Hop Tan village. Ms. Thom said: In 2022, I participated in a traditional costume sewing technique class organized by the commune in coordination with higher-level units. After attending the class, I gained more experience, each stitch was more even and beautiful. Since then, I have maintained the sewing of traditional costumes for customers in need. On average, I sew and sell more than 50 shirts each year. To improve my skills and product quality, I continued to register for an embroidery technique class, scheduled to open in June 2025.
Ms. Thom is one of more than 3,800 rural workers in the district who have been supported in vocational training from 2022 to present. From vocational classes such as animal husbandry, farming, cooking techniques, embroidery and sewing of ethnic costumes, agricultural machinery repair, Chinese communication..., people are equipped with skills suitable to local conditions and market trends.
Currently, the district has 22 communes and towns with a population of over 83,000 people, of which the labor force in the district is abundant with more than 65,000 people aged 15 and over. Mr. Nguyen Van Thinh, Vice Chairman of Cao Loc District People's Committee said: Every year, based on documents from the central government, the province, the assigned targets, and the practical situation of the district, the District People's Committee has directed relevant agencies and units to develop and issue documents to effectively implement vocational training for rural workers. At the same time, it directs agencies, units, and People's Committees of communes and towns to strengthen propaganda and dissemination of policies... related to vocational training.
Specifically, from 2022 to present, Cao Loc district has issued 17 documents directing and implementing vocational training for rural workers and implementing labor and employment targets in the district; directing relevant agencies and units to organize 5 communication and training classes to improve capacity for more than 800 village, ward and ward officials on policies to support job creation and vocational training; organizing vocational training consultation and job introduction days at home and abroad for more than 3,000 participants; distributing 36,000 propaganda leaflets to people...
In addition, one of the factors that creates the clear effectiveness of vocational training in Cao Loc is the connection of training with the actual needs of the people and the labor market. Before opening classes, the district's professional department coordinated with the People's Committees of communes and towns to survey the demand for vocational training, access capacity and job orientation after training. Thanks to that, the classes opened are all practical, avoiding the situation of "learning for the sake of learning".
From 2022 to present, vocational training for rural workers in the district has always met and exceeded the annual target, the whole district has organized 125 classes for 3,848 workers in communes and towns to participate. The trained occupations are diverse, suitable to the needs of the people. Through the review and evaluation of the district's professional agencies, after graduating from vocational classes, over 80% of students have jobs or create their own jobs; apply science and technology to production, increase income, contribute to the industrialization and modernization of rural industry.
Ms. Nguyen Thu Huong, Deputy Director in charge of the District VocationalEducation - Continuing Education Center, said: Every year, the Center regularly coordinates with relevant agencies and units to review people's vocational training needs; ensure a team of vocational teachers; focus on innovating training forms and methods... Particularly from 2024 to present, the unit has opened 45 vocational training classes for rural workers with 1,045 students participating.
From practical solutions, the quality of vocational training for rural workers in the area has been increasingly improved, the rate of trained workers has increased gradually over the years. Specifically, up to now, the rate of trained workers in the district has reached 68.5% (an increase of 7% compared to 2021). From the knowledge and skills trained, people have found jobs, created stable income, and reduced the poverty rate in the district from 5.27% (in 2023) to 2.26% (in 2024). With that result, in recent years, Cao Loc has been one of the districts that has done well in this work, in 2024 alone, it was the leading district in vocational training for rural workers.
Thanks to the good implementation of vocational training, it has contributed to completing criteria No. 11 on multidimensional poverty and criterion No. 12 on labor in key communes of new rural construction, contributing to accelerating the progress of new rural construction in the district.
