(Baohatinh.vn) - The People's Committee of Ha Tinh province has just issued Decision 2165/QD-UBND dated August 28, 2025 on allocating funds to localities to support livestock owners whose livestock must be destroyed due to epidemics.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed a decision of the Provincial People's Committee on allocating funds to localities to support livestock owners whose livestock must be destroyed due to disease.

Livestock epidemics are complicated in Ha Tinh .

Accordingly, the Provincial People's Committee decided to allocate the provincial budget in 2025, the amount of VND 8,272,444,000 from the provincial budget reserve (arranged in Section III, Appendix No. 05, Decision No. 1943/QD-UBND dated July 31, 2025 of the Provincial People's Committee on allocation, assignment and adjustment of the state budget revenue and expenditure estimates in 2025 after rearranging the administrative apparatus) to provide additional funding for localities to support livestock breeders who suffered losses due to epidemics and had to destroy livestock as requested by the Department of Finance in Document No. 5745/STC-NS dated August 19, 2025.

The Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the State Treasury of Region XII to promptly allocate funds; synthesize funds to support disease prevention in livestock annually, complete documents and procedures to request support from the central budget according to current regulations. Account for the refund of provincial budget reserves after the central government provides support according to regulations.

The People's Committees of communes and wards are responsible for paying support funds to the beneficiaries and making settlement of the above-mentioned funds according to current regulations; at the end of the payment period, synthesizing and reporting the implementation results to the Department of Finance and the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee.

In all cases, the Department of Finance, the Department of Agriculture and Environment, the State Treasury of Region XII, the People's Committees of relevant communes and wards, according to their functions and duties, shall be fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee, and inspection and auditing agencies for the accuracy and compliance with legal regulations on records, procedures, data on destroyed livestock, proposed support funds, appraisal content, settlement, and expenditure control for the allocated funds.

This Decision takes effect from the date of issuance, August 28, 2025.

Households whose livestock were destroyed due to African swine fever and foot-and-mouth disease will receive support this time.

According to the list attached to the decision, the province has 31 communes and wards that are funded to support livestock owners whose livestock must be destroyed due to African swine fever; 1 commune that is funded to support livestock owners whose livestock must be destroyed due to foot-and-mouth disease; 8 communes and wards that are funded to support livestock owners whose livestock must be destroyed due to lumpy skin disease in cattle.
