
On the afternoon of June 2, Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha chaired an online conference to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development and reviewing and assessing the situation of social housing development in the first 5 months of the year, and implementing plans for the last months of the year.

In recent times, the Government and the Prime Minister have focused on directing the development of social housing with many specific solutions. Ministries and branches have actively worked with localities to direct, urge, guide and remove obstacles to speed up the progress of social housing projects. Through synthesis, 1,309 locations with a scale of over 9,737 hectares of land have been planned nationwide for social housing. Nationwide, 686 social housing projects have been implemented with a scale of 627,867 units. In the first 5 months of the year, the whole country has been investing in the construction of 159 projects with a scale of 13,563 units, of which 22,649 social housing units have been completed.

At the conference, the leaders of the Ministry of Construction also clearly explained some basic contents of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting some specific mechanisms and policies for social housing development for localities to grasp.
Ha Tinh has been assigned by the Government the target of completing 1,500 social housing units in the 2021-2025 period and 2,200 units in the 2025-2030 period. In order to ensure the completion of the set target, in recent times, the Party Committees and authorities at all levels of Ha Tinh province have always paid attention to and focused on the management and development of social housing, creating favorable conditions to attract business investment. Currently, in the province, there are 13 planning projects for the development of commercial housing and urban areas that have allocated 20% of the total residential land area for the construction of social housing, with a total area of 45.99 hectares. For industrial park infrastructure projects, land funds for the construction of workers' housing have been arranged in accordance with regulations.
At the conference, leaders of ministries, branches and localities analyzed a number of difficulties and problems in the implementation process, and then proposed solutions to the Prime Minister to remove them.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged the achievements in social housing development. However, to complete the investment goal of building at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period, of which 100,000 units must be completed by 2025, requires the strong and decisive participation of the entire political system.
The Prime Minister emphasized that Resolution No. 201/2025/QH15 has removed institutional bottlenecks to promote social housing development. To effectively implement and concretize these specific mechanisms and policies, it requires unified direction and leadership from Party committees and heads of ministries, branches and localities. Continue to study and reduce and simplify administrative procedures to encourage investment in social housing development; review and guide land use planning, ensure land funds for implementing social housing projects for armed forces and workers in industrial parks; arrange preferential credit capital to expand loans for buying and renting social housing for individuals and households; investors need to quickly set up project schedules, prepare sufficient resources, and apply technology to speed up construction progress.
The Prime Minister requested ministries, branches and localities to take drastic measures in inspecting, urging and promptly removing difficulties and obstacles for investors to speed up the progress of social housing construction projects.
