"Bridge" of community solidarity in Tho Xuan district

(Baothanhhoa.vn) - Realizing the important role of mediation in resolving internal conflicts and disputes among the people, while contributing to strengthening the great solidarity bloc and ensuring security and order at the grassroots level, Tay Ho commune (Tho Xuan) has completed 3 mediation teams in Nam Thuong, Hoi Hien and Dong Nai villages, with 27 mediators. The team of mediators is built from the core forces of Party cell secretaries, village chiefs, heads of village front work committees and heads of mass organizations. With a spirit of dedication and enthusiasm, members of the mediation team have successfully resolved many conflicts and disputes arising among the people.

The mediation team of Dong Nai village, Tay Ho commune (Tho Xuan) discussed the situation of mediation work in residential areas.

With more than 5 years of experience in mediation work, Ms. Phung Thi Hong, Party cell secretary and head of the Dong Nai village front work committee, shared: "To do mediation work at the grassroots level, in addition to having a solid grasp of legal knowledge, mediators need to have a calm, gentle and objective attitude in the process of resolving the case. We often apply flexible methods, sometimes talking to one side, sometimes confiding in the other side, always based on the principle of reason and emotion. Through influencing the ideology, helping the parties listen and understand each other, from there they will open up and gradually resolve the conflicts."

For example, in the case of Ms. H.'s family, for many years the couple lived in a situation of "unhappy marriage", and even decided to go to court for divorce. Realizing that Ms. H.'s family was at risk of breaking up, the Dong Nai village mediation team proactively went to her house to grasp the situation and find out the cause of the conflict between the couple. In the role of family members, the mediators talked to each person, listened to their thoughts and gradually untied the "knots" in the conflict. Thanks to the sincere advice and encouragement of the mediation team, Ms. H. and her husband reconciled and returned to live together. Currently, seeing Ms. H.'s family happy, with healthy children and a prosperous life, the members of the mediation team all feel happy and satisfied.

Mr. Le Xuan Truong, Chairman of Tay Ho Commune People's Committee, said: "To improve the effectiveness of mediation activities, contribute to ensuring security and order and limit the situation of complaints at higher levels, every year the Commune People's Committee has issued plans to disseminate andeducate the law, grassroots mediation and perfect the organization of mediators according to regulations. The commune also focuses on propagating the Law on Mediation at the grassroots level through conferences, loudspeakers and banners... Thanks to that, in the past time, the locality has not had any complaints or denunciations at higher levels. From 2024 to now, the mediation teams have received and successfully resolved 3/3 cases, reaching a rate of 100%.

Implementing the Project "Improving the capacity of grassroots mediators in the period of 2024-2030", Tho Xuan district has coordinated with the Department of Justice to organize a training conference to foster knowledge and skills in grassroots mediation; Law on Marriage and Family; Law on Prevention and Control of Domestic Violence; some provisions of the law on land and civil affairs in grassroots mediation activities for 336 people who are representatives of the Vietnam Fatherland Front, judicial and civil status officials and heads of mediation teams of communes and towns in the district. At the same time, the district has issued documents directing and guiding communes and towns to deploy the construction, consolidation and improvement of mediation teams in villages, hamlets and neighborhoods. To date, 274 mediation teams in the district have been consolidated and improved with 1,524 mediators.

With the motto of promptly resolving conflicts right at the grassroots level, the team of mediators in Tho Xuan district has become a "bridge" of solidarity in the community thanks to their prestige and high sense of responsibility. The conflicts and disputes that the mediators receive are mainly related to the fields of civil affairs, family and land. During the mediation process, they not only apply legal regulations but also combine them with customs, habits, village sentiment, neighborhood sentiment, and ethical standards to analyze, educate, help, and persuade the parties to reach an agreement to resolve the matter themselves.

In 2024, the district's mediation teams received 135 cases, of which 123 cases were successfully mediated, reaching a rate of 91.1%. This result contributed to reducing complaints and denunciations from the people, stabilizing security and order, and promoting socio -economic development of Tho Xuan district.
