The Provincial People's Committee requested the Department of Finance to preside over and coordinate with relevant units to urgently appraise and advise the Provincial People's Committee to approve the investment policy for the Project to renovate and upgrade National Highway 14D no later than May 15, 2025; advise on arranging sufficient local budget capital to implement the project in accordance with regulations.

The Department of Construction, the Department of Agriculture and Environment, and the Project Management Board for Investment and Construction of Traffic Works in Quang Nam Province are responsible for coordinating with the Department of Finance in completing the procedures for approving the project investment policy to ensure the time.

Focus on completing the procedures for submitting, appraising, and submitting to the Provincial People's Committee for approval of investment projects; approving construction drawing designs, estimates, and other related procedures as soon as possible, promptly organizing bidding to ensure conditions for disbursing all capital plans in 2025 according to the direction of the Prime Minister.

The Quang Nam Provincial Traffic Construction Investment Project Management Board (assigned as the investor) urgently completes investment procedures related to the National Highway 14D Renovation and Upgrade Project according to the timeline directed by the Provincial People's Committee in Conclusion Notice No. 189, dated April 26, 2025.

The content of Conclusion Notice No. 189 clearly states: The investor shall preside over and coordinate with relevant parties to promptly complete all documents and procedures to submit to competent authorities for appraisal, consideration and approval according to current regulations.

Strive to complete the approval of the investment project before July 31, 2025; approve the construction design to be implemented after the basic design before September 30, 2025. Ensure the conditions for starting construction before November 30, 2025 and disburse all the capital plan for 2025 from the central budget allocated for the project.

During the process of checking, guiding and resolving relevant documents, procedures and contents submitted by the investor, the relevant departments and units shall be responsible for receiving, responding, guiding or resolving within no more than 7 working days from the date of receiving complete and valid documents.

In case of delay in handling, affecting the project implementation progress, the heads of relevant agencies and units must be accountable to the leaders of the Provincial People's Committee.
