Rectifying negative practices in buying, selling and renting social housing

(Chinhphu.vn) - The Prime Minister and Ministers of relevant ministries and branches listened to and directly answered issues raised by localities related to: Import and export, expanding the market for goods consumption, rectifying negative practices in the purchase and sale of social housing as well as solutions to support people to overcome the consequences of storms and floods and soon stabilize their lives.

On the morning of November 8, Prime Minister Pham Minh Chinh chaired the regular Government meeting for October 2025 online with localities.

At the meeting, delegates focused on discussing and giving opinions on the main topics: Stabilizing the macro economy , controlling inflation, promoting growth, ensuring major economic balances and overcoming the consequences of natural disasters and floods.

Rectifying negative practices in buying, selling and renting social housing

Regarding the completion of the social housing target, Minister of Construction Tran Hong Minh said that the legal basis related to social housing is complete, there are no more problems, and the draft Decree on the National Housing Fund will be submitted to the Government by the Ministry of Construction in November.

In addition, implementing the directive from the Secretariat on strengthening the Party's leadership in the development and management of the real estate market in the new situation, the Ministry is also drafting a resolution and will submit it next week. The draft Resolution of the Government on a number of measures to control and restrain real estate prices has been completed by the Ministry of Construction and is seeking opinions from relevant ministries and branches to submit it to competent authorities as soon as possible.

In particular, regarding the negative phenomena in the approval of purchase, sale and lease of social housing that have been reflected by public opinion and the press in recent times, the Ministry of Construction has completed the draft and submitted to the Government a Directive on rectification, increased transparency and prevention of negativity in the approval of purchase, sale and lease of social housing.

"The Ministry of Construction has directly inspected and recorded the situation of arranging places to buy social housing and then selling them at a difference of 200-500 million VND/person. We request that localities grasp this phenomenon to rectify and be transparent in reviewing and approving applications to buy social housing," Minister Tran Hong Minh suggested.

The Minister also affirmed: The goal of completing 100,000 social housing units by the end of 2025 - early 2026 as well as completing 1 million social housing units is achievable because localities are making great efforts and devoting much effort to speeding up the progress of social housing projects.

"As far as I know, the Hanoi People's Committee has approved 30 social housing projects with an average of 500 units per project. I hope that other localities will also promote the same spirit as Hanoi to be able to complete the target of 1 million social housing units, increasing supply to help reduce prices for the current real estate market," said Minister Minh.

The Minister of Construction pledged to the Prime Minister that the Ministry of Construction has worked with localities to complete procedures to ensure the commencement of the Lao Cai-Hanoi-Hai Phong railway project on December 19 as directed by the Prime Minister.

At the same time, the Minister also requested that the 5 localities involved in this project (Hanoi, Lao Cai, Phu Tho, Hung Yen, Hai Duong) urgently complete resettlement projects so that people in the project clearance area can soon stabilize their lives and settle down.

The Spring Fair is scheduled to take place at the end of December.

Regarding promoting domestic consumption, Minister of Industry and Trade Nguyen Hong Dien said: The Spring Fair is expected to take place at the end of December 2025, and requested ministries, branches, localities and enterprises to continue to respond and participate in the Spring Fair.

The Minister requested localities to continue implementing social security solutions, price stabilization, and consumer stimulus from now until the Lunar New Year as well as promoting public investment and speeding up the selection of investors in the energy and mineral sectors because this is a large area to stimulate domestic consumption and increase purchasing power among people.

Regarding exports, the Ministry of Industry and Trade has been making efforts to open up both export and import markets (raw materials) by continuing to negotiate to open more potential markets in South Asia, West Asia, and exploit markets in Europe, America and Africa. At the same time, the Ministry of Industry and Trade continues to support and accompany businesses in handling trade defense lawsuits to remove barriers from foreign markets.

"We request that ministries, branches and localities continue to support import-export enterprises to take advantage of export opportunities to markets where Vietnam has free trade agreements by simplifying administrative procedures, reducing logistics costs, and supporting enterprises to participate in domestic and international fairs," said Minister Nguyen Hong Dien.

Timely support of breeds for people to restore production after storms and floods

Minister of Agriculture and Environment Tran Duc Thang informed that storms and floods since the beginning of the year have caused huge losses in human lives and property. The number of people killed by natural disasters is 305, 205 are missing, and property damage (according to data from the Ministry of Agriculture and Environment) is 68,000 billion.

However, with the drastic direction of the Prime Minister, Government leaders, ministries, and local branches, agricultural production, livestock, and aquaculture are stable and growing, striving for the entire agricultural sector to grow by 4% in 2025 as planned.

To overcome the consequences of natural disasters and floods, the Ministry of Agriculture and Environment has promptly supported people with plant and livestock seeds of all kinds when requested by localities.

Regarding the removal of the IUU yellow card, the Minister said that thanks to the drastic intervention of the Government leaders, Vietnam's results so far have been quite good. However, there are still some cases of Vietnamese fishing vessels violating foreign waters. The Ministry of Agriculture and Environment requested the border guards and fisheries surveillance forces to strengthen inspection and control at sea to limit the situation of Vietnamese vessels violating foreign waters.
