WELCOME TO THE FOUNDING CONGRESS OF THE PROVINCIAL ELDERLY ASSOCIATION, TERM 2021 - 2026:: Promoting the role of the elderly to build a strong association

On November 12, in Nha Trang, the Congress to establish the Association of the Elderly (NCT) of Khanh Hoa province, term 2021 - 2026, will take place. On this occasion, Ms. Nguyen Thi Hanh - Head of the Representative Board of the Provincial Association of the Elderly, gave an interview to Khanh Hoa Newspaper.

- Could you please tell us why it is necessary to organize the Congress to establish the Provincial Elderly Association for the 2021-2026 term and the status of preparations for the congress in the province?

- For a long time, the names of the 4 levels of the Elderly Association have not been consistent. At the central and commune levels, they are called the Elderly Association, and at the district and provincial levels, they are called the Representative Board of the Elderly Association. Therefore, on June 23, 2023, the Central Party Secretariat issued Conclusion No. 58 on the establishment of the 4-level Elderly Association. Implementing the conclusion, on June 12, 2024, the Provincial Party Committee issued an official dispatch directing the establishment of the Elderly Association at the provincial and district levels; departments, branches, and localities closely follow the instructions on the establishment of the Elderly Association at the provincial and district levels, and at the same time advise the Provincial People's Committee to issue a decision to allow the establishment and organization of the Congress to establish the Provincial Elderly Association.

On that basis, the Provincial Elderly Association Representative Board has requested localities to pay attention to leading, directing and supporting the organization of the congress to establish the Elderly Association at their level and choose Ninh Hoa town as the model congress unit. In general, up to now, Party committees, authorities, Fatherland Fronts, agencies and units in localities have promptly led and directed the personnel of the congress to elect the executive committee, standing committee and key positions of the association; creating all material and financial conditions to successfully organize the district-level congress. Up to now, 8/8 districts, towns and cities have completed the organization of their congresses in accordance with regulations. At the same time, the Provincial Elderly Association Representative Board has completed the preparation steps to organize the Congress to establish the Provincial Elderly Association in accordance with current conditions and regulations.

Some basic targets by 2026: Gather over 96% of the elderly into the association; 100% of district-level association officials and over 90% of grassroots association officials are trained and fostered in association work skills; ensure that 100% of the elderly within the legal age range are celebrated with longevity celebrations, receive social benefits, and have health insurance; 95% or more of communes establish and maintain regular operations of the Elderly Care and Promotion Fund; 90% or more of grassroots elderly associations have various types of elderly clubs; complete the implementation of the Project to replicate the model of intergenerational self-help clubs by the end of 2025 with 120 clubs.

- Could you briefly evaluate the results after half a term of implementing the Resolution of the 6th Congress of the Vietnam Association of the Elderly, term 2021 - 2026 in the province?

- In recent years, the association at all levels has focused on implementing activities widely and effectively in conjunction with the implementation of the targets of the congress resolution. In particular, the whole province has recruited 25,410 more members, bringing the total number of members to nearly 125,200, reaching 94.25%. Every year, the association at all levels promptly advises and organizes longevity celebrations, birthday celebrations, and gift giving for the elderly aged 70, 75, 80, 85, and 90 years old and above. Social allowances for people aged 80 and above according to regulations have been well implemented. On average, each year, more than 22,000 elderly people receive allowances worth more than 90 billion VND. At the same time, each year, all levels, sectors, and localities also support the construction and repair of houses for about 100 households with elderly people living there. Every year, the provincial health sector has proactively conducted periodic health check-ups and established health management records for more than 84,000 elderly people; issued health insurance cards to more than 100,000 elderly people. The program "Bright eyes for the elderly" has been widely implemented, promptly examining, performing surgery, and providing free medicine to many elderly people living alone and in difficult circumstances.

In addition, studying and following Ho Chi Minh's ideology, morality and style has always been widely implemented by the association at all levels and achieved many positive results. On average, each year, 23,000 elderly people are awarded the title "Old Age - Bright Example". If in 2015, only 8,215 elderly people participated in the work of building the Party, government and political system at the grassroots level, now it has increased to 16,550 elderly people. With their responsibilities, the elderly have contributed to promoting local socio-economic development, ensuring grassroots security, eliminating hunger and reducing poverty, building a learning society, and building a new cultural life in residential areas. Implementing the program "Elderly people participate in environmental protection and new rural construction", all levels of the association mobilized members to donate more than 345,800m2 ^of land, participate in 157,700 working days, support more than 12.4 billion VND to build roads, build public works and plant hundreds of thousands of trees to beautify village roads and hamlets. The movement of elderly people doing good business has also been well implemented, through which 2,200 elderly people have achieved the title of good business.

In addition, the associations at all levels have actively built, maintained and developed the Elderly Care and Development Fund at 124 commune-level associations with an amount of more than 7 billion VND; 922 village and residential group associations have an Elderly Care and Development Fund with an amount of more than 22.5 billion VND. Every year, the associations at all levels have implemented the "Action Month for the Elderly in Vietnam" with many effective activities. In particular, they have mobilized benefactors to support more than 30 billion VND in gifts for more than 47,590 elderly people in difficult circumstances. At the same time, the associations at all levels have also established and maintained the activities of more than 1,000 clubs for health care, poetry, physical education - sports, intergenerational self-help, etc.

- From now until the end of the term, what will the Provincial Elderly Association focus on implementing, madam?

- After the congress, the Elderly Associations at all levels in the province will continue to effectively implement the Resolution of the 6th Congress of the Vietnam Elderly Association; promote the emulation movement "Old age - Bright example" with 3 contents: Building a strong association organization, improving the quality of elderly care, promoting the potential and intelligence of the elderly to build the country and homeland, contributing to the socio-economic development, national defense and security, and social security of the province. At the same time, strengthen propaganda, dissemination and dissemination of the Party's guidelines and policies, the State's policies and laws, and the Central Vietnam Elderly Association's policies to members. On that basis, encourage and promote the role, position, intelligence, prestige, experience and responsibility of the elderly. In addition, consolidate and perfect the association's staff; pay attention to training in professional skills and skills to perform work according to the new model.

Along with that, direct and motivate all levels of the association to effectively carry out 3 key tasks, 3 major work programs, 2 tasks assigned by the Government and well implement the coordination programs signed between the association at all levels and agencies and units. Every year, promptly advise the Party Committee and the government to effectively implement the "Month of Action for the Elderly in Vietnam", in order to do a good job of caring for and promoting the role of the elderly. In addition, pay attention to building and developing clubs to attract a large number of elderly people to participate; deploy emulation movements for the elderly to participate in socio-economic development, poverty reduction, good economic performance, building cultural families, model families; actively participate in building the Party, government, protecting political security, social order and safety...
