The road section from Km104+200 to Km107+200 in residential group 5, Tan Uyen town is probably the most convenient road section for project construction. Because this is not only a flat road section, most of the houses of the households are located on the side of the road, the site clearance work is not difficult. In addition, this is also a road section not affected by the difference in road surface. Therefore, the investor, GPMB as well as the contractor do not spend too much time on propaganda and mobilization work. At present, the road paving process has been completed, connecting with the previously completed section. It is known that, to ensure the progress and quality of the project, the contractor has mobilized 5 rollers, 1 spreader, 5 transport vehicles, 22 technical staff and workers to work overtime to strive to complete before June 30, 2025.

The roller system operates at full capacity after the asphalt paving process at residential group 5, Tan Uyen town.

Talking with Mr. Le Huu Nhuan - Technical Officer of Hai Phong Traffic Construction Joint Stock Company, he said: Taking advantage of the sunny weather, the unit mobilized maximum machinery, human resources, and materials to work overtime to speed up the progress. The most advantageous thing for the unit is that it has a source of road paving stone right in the locality, so transportation and prices have been greatly reduced compared to getting it from other localities.

The project to connect traffic in the northern mountainous provinces, the route connecting Lai Chau city with Noi Bai - Lao Cai expressway, includes 5 construction packages (XL packages 04, 05, 06, 07, 08) passing through Than Uyen, Tan Uyen, Tam Duong districts and Lai Chau city. Up to now, Lai Chau province has handed over the land with a length of 80.4/82.2km (reaching 98%). The number of affected households handed over in Lai Chau province is 3,146 households/3,190 households and organizations (reaching 98.6%). The province has completed the construction of 2 resettlement areas (XL-08 package) and handed over to 30 households of XL08 package, Ban Bo resettlement area (XL-06 package). The construction work has been basically completed to hand over to 24 households subject to relocation of XL06 package. The relocation of technical infrastructure works for project construction has been completed. Regarding the replacement forestation work, Lai Chau province has approved the design and budget for replacement forestation, the budget has been transferred to the Forest Protection and Development Fund of the provinces for the investor to carry out the replacement forestation work.

Workers of Construction Company 1/5 ( Ha Nam province) constructing package XL No. 7 are urgently speeding up the construction progress.

Mr. Bui Huy Kiem - Deputy Director of Project Management Board 2 (Ministry of Transport) - the project investor informed more: The project connecting Lai Chau with Noi Bai - Lao Cai expressway has the starting point (Km0 + 00) at IC16 Intersection of Noi Bai - Lao Cai expressway, Van Ban district, Lao Cai province; the end point (Km146 + 600) at Km34 + 800 National Highway 4D, Lai Chau city, Lai Chau province. The route length is about 147km, belonging to the mountainous grade III road project. Up to now, the project in Lai Chau province has implemented the output value of about 2,353 billion VND, equivalent to 62.5% of the construction value according to the contracts. The C19 asphalt concrete paving work reached 68.75km. In order to ensure the progress and quality of the project, Project Management Board 2 (Ministry of Construction) has directed technical staff and supervision consultants to regularly organize on-site meetings to review progress and quality. At the same time, it has directed the construction contractor to concentrate human resources, vehicles, and machinery to take advantage of favorable weather to carry out the construction of the assigned items. According to the schedule approved by the Ministry of Construction , packages 4, 5, and 6 will be completed in December 2025, package 7 will be completed on March 31, 2026, and package 8 has been completed.

The plan to fix the landslide at km395 under the XL package 6 of the Project is being urgently implemented by relevant units.

At km395 of the XL Package No. 6 of the Project, in Ban Bo Commune (Tam Duong District) adjacent to Phuc Khoa Commune (Tan Uyen District), there are many landslides with large volumes, causing local traffic congestion. Project Management Board 2 said that it is focusing most on the project of stabilizing the slope at km395. Accordingly, the additional geological survey drilling work has been completed within 1 month (February 15 - March 15, 2025). Laboratory testing and design documentation have also been completed. In addition, the Project Management Board has invited the Department of Construction Management (Ministry of Construction) and specialized units to inspect the site and give opinions on the design documents of the project of stabilizing the slope at Km114+615-Km115+206. The parties have basically agreed on a solution. Project Management Board 2 has also submitted to the Department of Engineering and Construction Management for comments on the adjusted design documents and approval of the technical design adjustment. In the last weeks of May, Project Management Board 2 approved the adjusted design documents and handed over the adjusted land acquisition and clearance pile documents to Tam Duong district as well as advanced the land acquisition and clearance funds to Tam Duong district for implementation). The plan has been approved and the funding has been provided, the units will implement the construction and complete it in June.

With the strong direction of the investor, the efforts of contractors during the construction process and the close coordination of Lai Chau Provincial People's Committee, we believe that the expressway connecting project in Lai Chau province will be completed as planned, best serving the needs of travel, trade, economic development and ensuring national security.
